Mexikó csendes-óceáni partvidékén mintegy 300 tengeri teknős tetemét mosta partra a víz.
Az előzetes vizsgálatok szerint az olajzöld fattyúteknősök (Lepidochelys olivacea) megfulladtak – közölte a mexikói környeetvédelmi minisztérium illetékese.
Illegális halászok hálójába gabalyodhattak vagy olyan halászhálókba, amelyektől halászok szabadultak meg a nyílt vizeken – tette hozzá.
A 35-45 kilogramm súlyú olajzöld fattyúteknősöket a Természetvédelmi Világszervezet (IUCN) vörös listáján a sebezhető fajok között tartják számon. Az IUCN szerint populációjuk csökken, és azért sorolták a sebezhető fajok közé, mert nagyon kevés olyan hely van, ahol fészket raknak.
Az elpusztult hüllőket a Mexikó nyugati részén fekvő Morro Ayuta strandon találták, ez azon kevés helyek egyike, ahol az olajzöld fattyúteknősök fészket raknak. Valamennyi állat nőstény volt – közölte Ernesto Albavera Padilla teknősökkel foglalkozó szakember a helyi sajtóval.
Nem ez az első alkalom, hogy ilyen nagy számban találnak a térségben elpusztult olajzöld fattyúteknősöket. 2018-ban halászok bukkantak mintegy 300 egyedre halászhálókba gabalyodva.
Mexikóban 1990-ban betiltották a tengeri teknösök halászatát, és szigorú büntetéssel sújtják azt, aki megöl egy ilyen állatot.

Incidens nélkül, de eredménytelenül ért véget csütörtök délután a francia halászok tiltakozó akciója Jersey szigetének partjainál. Az Egyesült Királyság és Franciaország egyaránt két haditengerészeti járőrhajót küldött a helyszínre a helyzet megfigyelésére, de a hadihajók nem léptek közbe, és a sziget kikötőjéhez reggel felvonult többtucatnyi francia halászhajó délután távozott.
A normandiai partoktól 22 kilométerre fekvő, széles körű önigazgatási jogkörökkel bíró, 108 ezer lakosú Jersey nem része az Egyesült Királyságnak, de a brit korona függő területei közé tartozik.
Ez az első komoly határincidens a Brexit óta
A brit EU-tagság tavaly januári megszűnése (Brexit) óta ez volt az első olyan szabályértelmezési viszály az Egyesült Királyság és valamely uniós tagállam között, amelyben az érintett országok fegyveres erői is szerepet kaptak, bár London és Párizs egyaránt nyomatékkal hangsúlyozta, hogy a kivezényelt két-két hadihajó kizárólag járőrözési és megfigyelői feladattal érkezett a helyszínre.
Az ügy előzményeként Jersey önkormányzata az Egyesült Királyság és az Európai Unió kereskedelmi és együttműködési megállapodására (TCA) hivatkozva a múlt héten új halászati engedélyezési rendszert vezetett be.
Ennek alapján a francia halászhajók akkor kaphatnak halászati engedélyt a térségben, ha igazolni tudják, hogy a múltban is tevékenykedtek a Jersey körüli vizeken.
A francia hatóságok álláspontja szerint azonban Jersey kormányzata a TCA-szabályozáson túlmenő technikai követelésekkel is előállt, és erről előzetesen nem konzultált az EU-val, így a rendelkezés a TCA alapján érvénytelen.
Franciaország elvághatja a szigetek áramellátását
Annick Girardin, a francia kormány tengerészeti ügyekért felelős minisztere az éleződő vitára reagálva a minap alig burkolt utalást tett arra, hogy Franciaország elvághatja Jersey áramellátását.
Jersey három tengeralatti kábelen Franciaországtól kapja áramszükségletének 95 százalékát.
Csütörtökön hatvan francia halászhajó vonult fel Jersey fővárosa és legnagyobb kikötője, Saint Helier tengeri bejáratához, de a kikötőt nem torlaszolták el. A tiltakozó akcióval egy időben Jersey illetékesei és a francia hatóságok tárgyalásokat kezdtek a helyzet megoldására.
A hadihajók elővigyázatosságból mentek a térségbe
Ian Gorst, Jersey önkormányzatának külügyekért felelős minisztere pozitívnak nevezte a megbeszélést, a normandiai halászok szakmai érdekvédelmi szervezetének szóvivője ugyanakkor a BBC rádió idézete szerint azt mondta, hogy a tárgyaláson semmit nem sikerült elérni.
A francia illetékes szerint, ha továbbra sem születik megoldás, francia részről ellenlépések várhatók.
A Downing Street tájékoztatása szerint Boris Johnson brit miniszterelnök csütörtökön telefonon beszélt John Le Fondré szenátorral, Jersey önkormányzatának vezető miniszterével és biztosította őt arról, hogy Jersey számíthat London teljes támogatására.
A halászat volt a legélesebb téma a Brexit-tárgyalásoknál
Johnson közölte azt is, hogy a brit királyi haditengerészet két járőrhajója elővigyázatossági okokból, megfigyelési feladattal továbbra is a helyszínen marad. London a Severn és a Tamar nevű járőrhajókat vezényelte a dél-angliai Portsmouth kikötőjéből Jersey partjaihoz.
Ennek a járőrhajó-osztálynak a tagjai 90,5 méter hosszúak, fedélzeti fegyvereik között tüzérségi és rövid hatótávolságú légvédelmi eszközök vannak. Az Egyesült Királyság és az Európai Unió jövőbeni kapcsolatrendszerének feltételeiről tartott tavalyi tárgyalássorozaton az egyik leghevesebb vita London és az EU között éppen a halászat szabályozásának kérdéséről folyt, annak ellenére is, hogy a halászati ágazat a brit és az uniós hazai összterméknek (GDP) egyaránt alig néhány tized százalékát adja.

A Bloomberg közölt egy beszámolót arról, hogy egy nonprofit szervezet állítása szerint, Kína éveken át halászott Észak-Korea vizein. Valószínű, hogy a szemethunyásért – vagy az alkuért – cserébe Észak-Korea keményvalutához jutott. Ez pedig már ENSZ-szankciókat sért, amiket – állítása szerint – Peking egyébként maradéktalanul betart.
Ha helytállók a Global Fishing Watch nevű, a halászat globális fenntarthatóságáért küzdő szervezet friss jelentésének állításai, akkor valószínűleg a valaha volt egyik legnagyobb illegális, ipari halászati tevékenységet leplezték most le. Ez pedig nem az első eset lenne idén. Nemrégiben nagy port kavart fel az, hogy bizonyítékok kerültek elő arról, iráni halászhajók hosszú időn át illegálisan jártak rá Szomália vizeire, komoly károkat okozva a halállományban.
Az illegális, különösen az ipari módon végzett halászat pedig nagyon komoly probléma, jelentékeny fenyegetést rejt magában az élelmiszerellátás biztonságára, és gazdasági vonzatai sem elhanyagolhatók. A Global Fishing Watch és az Élelmezésügyi és Mezőgazdasági Világszervezet (FAO) adatai szerint, a világon 3 milliárd embernek jelentik elsődleges fehérjeforrását a halak és a tenger egyéb „gyümölcsei”. A kereskedelmi céllal halászott halfajták 34 százalékát érinti a túlhalászás problémája, az illegális halászat pedig évente legalább 23 milliárd dolláros gazdasági kárral jár.
Úgy tűnik, ez utóbbihoz a Kínához köthető, hatalmas halászhajó flotta jelentékeny mértékben járult hozzá.
A tanulmányban szereplő adatok alapján, 2017 és 2019 között, évente 700–900 kínai hajó halászott át Észak-Korea vizeire, a modellezés szerint több százmillió dollár értékű fogást emelve ki a vizekből.
A jelentés szerint a kínai hajók a Japán-tenger felől, a Koreai-félszigetet megkerülve hatoltak be a latorállomhoz tartozó vizekre az illegális halászat céljából.
A szervezet adatai szerint a kínai hajók becsült fogása 2017 és 2018-ban több mint 164 ezer tonna tintahal volt, 440 millió dollár értékben, és ehhez még hozzáadódnak a 2019-es zsákmányok értékei. Ezeket összesen 240 millió dollárra becsüli a szervezet.
Ez óriási összegű, több mint 200 milliárd forintnyi tengeri zsákmányt jelent.
A feltételezések szerint Kína mindezért valószínűleg keményvalutát fizetett Phenjannak.
A halászati jogok értékesítése a rezsim egyik fő bevételi forrását jelentették még néhány évvel ezelőtt. Az ENSZ Biztonsági Tanácsa 2017-ben, a szankciók részeként, tiltó rendelkezéseket fogadott el Észak-Korea halászati iparának korlátozására. Ezek közé tartozott a halászati termékek külföldi értékesítésének, valamint a halászati jogok eladásának tiltása. Mindennek ellenére, egy márciusi jelentés szerint Phenjanhoz továbbra is folyik be jövedelem halászati jogainak értékesítéséből.
