„A többi fogvatartottat még át tudtuk szállítani egy másik börtönbe. Kontroll alatt tudtuk tartani a részleget” – mondta a terület büntetés-végrehajtási vezetője. A rabok egy nappal azután lázadtak fel, hogy az ország 18 pontján támadtak a rendőrökre különböző fegyveres csoportok. A hatóságok a tervek szerint ezer rabot szállítottak volna át a Guayas 1 névre keresztelt börtönből több más intézménybe – írja az Euronews.
Ecuador elnöke elrendelte a tartományban a szükségállapotot és az éjszakai kijárási tilalmat. A börtönlázadások kitörése és a támadások megszervezése a drogkartellek felelőssége – állítja az elnök.

Pár rab meg akart szökni a börtönből, ennek nyomatékosítására pedig túszul ejtettek egy bebörtönzött volt szenátort, ám a rendőrség végül leverte a börtönlázadást.
A CNA beszámolója szerint a Fülöp-szigeteki rendőrség megölt három rabot, köztük az Iszlám Állam egyik fegyveresét, miután vasárnap pár rab megpróbált megszökni a börtönből, melynek során megkéseltek egy börtönőrt, s rövid időre túszul ejtették a szintén fogvatartott egyik volt ellenzéki szenátort.
Rodolfo Azurin Jr. tábornok, országos rendőrfőnök megosztotta, Leila de Lima volt szenátor sérülések nélkül úszta meg az incidenst, ám megfigyelésre kórházba szállították.
A börtönlázadás a fővárosban található egyik szigorúan őrzött börtönben történt.
A három rab egyike megkéselt egy rendőrtisztet, aki hajnalban reggelit szállított a raboknak, mire egy őrtoronyban felügyelő rendőr figyelmeztető lövéseket adott le, ám mivel a foglyokat ez nem hatotta meg, végül ténylegesen lelőtte az Iszlám Állam egyik parancsnokát, Idang Susukant és egy másik rabot.
A harmadik rab eközben egyenesen de Lima cellájához rohant és egy kis időre túszul ejtette, ám a kommandósok végül őt is lelőtték. Azurin közlése szerint a volt szenátor már biztonságban van, s megosztotta, meglátásuk szerint nem ő volt a célpont, csupán egy ideális fedezéknek tekintették őt a rabok, a valós szándékuk pedig egyértelműen a szökés lett volna.

Az ecuadori börtönökben mintegy 30 ezer embernek lenne helye, a múlt hónapban ezzel szemben körülbelül 35 ezer elítéltet tartottak fogva bennük.

Legkevesebb negyvenegy halálos áldozata van egy börtönlázadásnak az Ecuador északnyugati részén található Santo Domingo város fegyintézetében – közölte Patricio Carrillo ecuadori belügyminiszter.
A tárcavezető szerint a fegyencek szúró és vágófegyverekkel estek egymásnak. Carrillo kegyetlenségnek nevezte a történteket. Fausto Salinas rendőrfőkapitány közölte, hogy a börtönben időközben sikerült helyreállítani a rendet. Mint mondta, a hatóságok lőfegyvereket, lőszert és kézigránátokat foglaltak le a raboktól. Hozzátette, hogy a felfordulást kihasználva, többen szökéssel próbálkoztak, közülük 112 fegyencet sikerült elfogni.
Guillermo Lasso elnök a Twitter-oldalán részvétét nyilvánította az áldozatok családjainak. „Ez a bandák közti erőszak sajnálatos velejárója” – tette hozzá.
Sajtóértesülések szerint az erőszak hátterében a Los Lobos nevű bűnszervezet és R7 nevű „szakadár frakciója” közti ellentétek álltak. Úgy tudni, az R7 egyik tagját egy másik börtönből áthelyezték, és ez váltotta ki a zavargást.
Tavaly több, mint kétszáz ember életét követelték zavargások Ecuador túlzsúfolt büntetés-végrehajtási intézeteiben. Az erőszakhullámra válaszul Guillermo Lasso elnök novemberben a börtönlázadások csillapításáról szóló intézkedési tervet jelentett be, amelynek keretében a szövetségi rendőrség és a hadsereg vette át az ellenőrzést a fegyintézetek felett.
A latin-amerikai ország börtöneiben mintegy 39 ezren töltik büntetésüket. Az ecuadori vezetés szerint az erőszak hátterében a büntetés-végrehajtási intézeteket ellenőrizni akaró, rivális bűnszervezetek állnak. Számos bandavezér a börtönök falai mögül irányítja bűnszervezetét.

Fotó: times-news.com Az ecuadori rendőrség szombat reggel a Twitteren tette közzé, hogy művelet zajlik a rend és az ellenőrzés helyreállítása végett a Guayas N1 börtönben.
Az ecuadori vezetés szerint az erőszak hátterében a börtönöket ellenőrizni akaró, kábítószerrel kereskedő rivális bandák közti ellentétek állhatnak.
Pablo Arosemena, Guayas kormányzója közölte, hogy a mostani erőszakhullámot egy bandafőnök szabadon engedése miatt keletkezett hatalmi vákuum idézte elő.
Az utóbbi hónapokban Ecuadorban több erőszakcselekmény is történt a latin-amerikai ország túlzsúfolt büntetés-végrehajtási intézeteiben, ahol mintegy 39 ezren raboskodnak.
Szeptemberben 118 rab vesztette életét szintén a Guayas N1 börtönben lezajlott bandaütközetben. Ennek nyomán Guillermo Lasso államfő a rend helyreállítása és az újabb erőszakcselekmények elkerülése érdekében hatvan napra rendkívüli állapotot hirdetett az ország összes fegyintézetében. A börtönök ellenőrzése során fegyverek, gránátok, kések, lőszerek, mobiltelefonok és kábítószerek kerültek elő.
Februárban különböző börtönökben a rivális bandák harcai 79 ember életét követelték, júliusban pedig a Cotopaxi és Guayaquil börtöneiben törtek ki zavargások, melyek következtében 21 ember halt meg.

Számos helyi sajtóorgánum arról számolt be, hogy több száz rab lázadt fel egy oroszországi börtönben.
A Reuters beszámolója szerint az eset a Dél-Oroszországban található Vlagyikavkaz egyik börtönkolóniájában történt.
Mint írják, az eset hatására megerősítették a rendőri jelenlétet, amelynek szinte azonnal mérsékelni sikerült a szituációt, a lázadozást.
A TASS hírügynökség úgy tudja, legalább 200 rab lehetett érintett a lázadásban, a Baza Telegram-csatorna szerint viszont 600 lehetett a lázadó rabok száma.
Tamerlan Tsgoyev, Dél-Osszétia emberi jogi ombudsmanja a TASS-nak elmondta, hogy a jelenlegi tudomások szerint a helyzet egyébként stabil és már a hatóságok irányítása alatt van.
Tsgoyev azt is hozzátette, hogy a rendőrök teljesen körbevették a börtönt, míg a Baza szerint különleges erőket is bevetettek a demonstráció oszlatására.

Az ecuadori büntetésvégrehajtási hatóság (SNAI) beszámolója szerint a Guayaquil kikötőváros börtönében lezajlott incidens a különböző bandák összecsapásával kezdődött kedden délelőtt, és az összecsapás megfékezésére kivezényelt rendőri egységeknek, akik több mint másfél órával később hatoltak be az épületegyüttesbe, mintegy három óra elteltével sikerült visszaszerezniük az ellenőrzést a börtön felett.
Az összecsapásokban 24 ember halt meg, közülük ötöt lefejezve találtak meg – mondta el Fausto Buenano, az ecuadori rendőrség 8-as zónájának parancsnoka. A börtön ezt követő, első átfésülése során a rendőrök két lőfegyvert, 18 tőrt, 102 töltényt és drogokat találtak.
Az elmúlt hónapokban számos erőszakos összecsapás volt a dél-amerikai ország börtöneiben. Szeptemberben egy feltételezett bandatag fegyveres drónokkal intézett támadást a guayaquili büntetésvégrehajtási intézet ellen. Júliusban összesen 21 ember vesztette életét a Cotopaxiban és Guayaquilben lezajlott börtönlázadásokban. Előzőleg, februárban pedig 79 rab halt meg a rivális bandák között több börtönben lezajlott leszámolásokban.

Ahogyan azt már korábban hírül adtuk zavargás tört ki egy koronavírussal fertőzött fogoly miatt, néhányan felvágták az ereiket.
Egy koronavírussal fertőzött foglyot szállítottak a csernyivci vizsgálati fogdába, ezen fellázadva a többi rab elbarikádozta magát. Emiatt a Parlament emberjogi biztosa, Ljudmila Gyenyiszova a helyszínre utazott, hogy tisztázza az esemény körülményeit. Ezt Telegram-csatornáján közölte.
„Tegnap megbízásomra a Parlament emberjogi biztosának Csernyivci megyei képviselője Leonyid Melnyikov előre nem tervezett ellenőrző látogatást tett a csernyivci vizsgálati fogdában, hogy megismerkedjen az április 25-i rendkívüli eset körülményeivel. A látogatás során megállapításra került, hogy április 24-én éjjel 11 óra körül az intézményben fogvatartottak széles körű elégedetlenségüket fejezték ki azzal kapcsolatban, hogy egy koronavírusos beteg rabot vittek az intézménybe. A fogda vezetősége szerint a foglyok felháborodásukat fejezték ki, engedetlenségre bujtogattak és elbarikádozták magukat” – írta az ombudsman.
Ennek eredményeként április 25-én, reggel 6:00 órakor az intézet vezetője riasztást rendelt el a személyzet számára. 8:00-kor, ügyelet-váltáskor három cella rabjai ellenállást tanúsítottak az ellenőrzés céljából belépő, szolgálatban lévő őrökkel szemben.
„Ezért hét ember ellen kellett fizikai erőt alkalmazni, egyet csak speciális eszköz (bilincs) használatával tudtak megfékezni. Hárman, tiltakozásképpen, megsebesítették saját alkarjukat, az egyik fogvatartott felvágta az ereit” – tette hozzá Ljudmila Gyenyiszova. Elmondása szerint mentőt hívtak hozzá és elszállították az intézetből.
„A látogatás során az ombudsman képviselője beszélt a fogvatartottakkal és az intézmény személyzetével, megvizsgálta a szolgálati és orvosi dokumentációt, beleértve a fizikai erő és speciális eszközök alkalmazását a fogvatartottakkal szemben, valamint az orvosi ellátás biztosítását” – írta az emberjogi biztos.
Megjegyezte, hogy az intézményben jelenleg ellenőrzés van folyamatban, a rendvédelmi szerveket tájékoztatták az esetről.
„A COVID-19 koronavírusos beteget egy különálló cellában helyezték el, az erre kijelölt elkülönített egységben, állapota kielégítő. A csernyivci fogvatartási intézetben történt eset a személyes ellenőrzésem alatt áll” – tette hozzá Gyenyiszova.
