David Sassoli, az Európai Parlament (EP) elnöke felkérésére a testület jogi szolgálata keresetet nyújtott be az uniós bírósághoz az Európai Bizottság ellen a jogállamisági kondicionalitási mechanizmusról szóló rendelet alkalmazásának elmulasztása miatt – közölte pénteken az uniós szervezet sajtószolgálata.
A sajtóközlemény úgy fogalmaz: „a tavaly decemberben uniós szinten elfogadott rendelet lehetővé teszi, hogy az EU felfüggeszthesse az uniós költségvetésből történő kifizetéseket azon tagállamok számára, amelyekben a jogállamiság veszélyben van”.
Az Európai Bizottság, az unió végrehajtó szerve azonban eddig tartózkodott annak alkalmazásától, ezért az EP jogi ügyekkel foglalkozó szakbizottsága bírósági eljárás megindítását javasolta, amelynek előkészítését október 20-án kezdte meg a testület jogi szolgálata.
Sassoli a sajtóközleményben hangsúlyozta: az EP elvárja az Európai Bizottságtól, hogy következetesen járjon el és tegyen eleget ígéreteinek. „A szavakat tettekre kell váltani” – fűzte hozzá.
Ursula Von der Leyen, az Európai Bizottság elnöke a múlt heti EU-csúcs zárókonferenciáján elmondta: a bizottság jelenleg iránymutatást dolgoz ki a mechanizmussal kapcsolatban, az unió bírósága pedig december elején lengyel és magyar felkérésre megítéli, hogy az eszköz jogi szempontból elfogadható-e.
Hangsúlyozta: a bírósági határozat megszületéséig a testület nem hoz intézkedéseket. A januárban életbe lépett mechanizmust ugyanakkor visszamenőleg is alkalmazni fogja.
A rendelet szerint az uniós pénzek felügyeletét szolgáló jogállamisági mechanizmus akkor lesz elindítható, ha egy tagállam intézkedései sértik az Európai Unió pénzügyi érdekeit. A jogszabály nemcsak egyedi esetekben, hanem akkor is alkalmazható lesz, ha az alapvető jogok rendszerszintűen sérülnek és ennek hatása van az uniós források kezelésére.

A kartellezésben való részvételt mind az öt vállalat elismerte, és jelenleg a probléma megoldásán dolgozik.
Egyben kihangsúlyozták, a Daimler elsőként közölt információkat az Európai Bizottsággal a kartell létezéséről, együttműködik a nyomozókkal, ennek fejébe mentességet kapott a büntetések alól.

Az Európai Bizottság ma vizsgálatot indított a Google ellen annak kiderítése céljából, hogy a tech-óriás előnyben részesítette-e saját online hirdetési szolgáltatásait, és ezzel megsértette-e a trösztellenes szabályokat.
Margrethe Vestager, az Európai Bizottság ügyvezető alelnöke közleményében úgy fogalmazott, hogy „a Google célzott hirdetési célokra felhasználható adatokat gyűjt, hirdetési felületeket értékesít, és online reklámközvetítőként is tevékenykedik. A Google tehát az online display hirdetések ellátási láncának szinte minden szintjén jelen van. Aggódunk amiatt, hogy a Google megnehezítette a rivális online hirdetési szolgáltatások helyzetét”.
A vizsgálat részeként a bizottság értékelni fogja, hogy a Google milyen korlátozásokat vezetett be a hirdetők, kiadók és egyéb harmadik felek azon lehetőségeire vonatkozóan, hogy hozzáférjenek a felhasználók személyazonosságára és viselkedésére vonatkozó adatokhoz.
A Google egy szóvivője e-mailben a következőképpen reagált: „Európai vállalkozások ezrei használják hirdetési termékeinket új ügyfelek elérésére és weboldaluk finanszírozására minden egyes nap. Azért választják a termékeinket, mert versenyképesek és hatékonyak. Továbbra is konstruktívan együttműködünk az Európai Bizottsággal, hogy megválaszoljuk kérdéseiket, és bemutassuk termékeink előnyeit az európai vállalkozások és fogyasztók számára”.
A bejelentés a Google hirdetési szférában tanúsított magatartásának teljes körű vizsgálatának hivatalos kezdetét jelenti, amelynek befejezésére egyelőre nincs kitűzött határidő.

Az Európai Parlament plenáris ülésen tárgyalta a jogállamisági feltételrendszert, akár perbe is fogná az Európai Bizottságot, ha az nem kezdené el alkalmazni – hangzott el a Kossuth Rádió Európai idő című műsorában.
Május végén zárult az az Európai Parlament által szabott határidő, ameddig az Európai Bizottságnak el kell kezdenie a jogállamisági feltételrendszer alkalmazását. Az Európai Parlament magyar tagja, Cseh Katalin felvetette az eheti vitában, ha ezt nem teszi meg az Európai Bizottság, akkor az Európai Parlament kész az uniós bizottság ellen az unió bíróságához fordulni.
A politikai vitákban gyakran elhangzanak olyan jelzők, bélyegek, mint az euroszkepticizmus, Európa-ellenesség Magyarországgal, Lengyelországgal, vagy bizonyos politikai erőkkel kapcsolatban.
„Számos tanulmány alátámasztotta, hogy az európai állampolgárok esetében is nagyon komolyan elválasztódik az európai uniós intézményekkel kapcsolatos kritikák, valamint az európai projektek támogatásának kérdésköre” – hangsúlyozta Halkó Petra.
Az európai állampolgárok – így egyébként az ő politikai vezetőik is – úgy gondolják, hogy az európai intézmények azok, amelyek reformra szorulnak. Azt láthatjuk, hogy amikor komoly akadályok, vagy válsághelyzetek teremtődnek akkor nem tudnak hatékonyan fellépni annak érdekében, hogy megóvják az európai állampolgároknak az érdekeit – tette hozzá.
„Ezzel szemben mind az európai állampolgárok, és azok politikai vezetői nagyon sokszor azt hangoztatják, hogy az európai projektet nagyon is szeretnék támogatni, mert hisznek abban, hogy az európai közösség egy versenyképes és dinamikus szereplője lehet a globális színtérnek politikai illetve gazdasági értelemben is” – magyarázta az elemző, hangsúlyozva egyben, hogy ezeket a felvetéseket szükséges élesen ketté választani, bármilyen kérdéskörről is legyen szó.
Mindenképpen elítélendő, hogy ezeket a bélyegeket úgy akasztják rá egyes politikusokra vagy kormányzatokra, hogy nincs nyitottság a párbeszédre. Ez nem egyszer bebizonyosodott már az európai uniós tagállamok vagy intézmények között, amikor problémás kérdéskör vetült fel.
Az európai állampolgárok is érzik, hogy kettős mérce uralkodik az Európai Unió területén
„Az a bürokratikus elit, amely az Európai Uniót vezeti, nem veszi figyelembe, hogy azokat a tagállamokat, amelyek később csatlakoztak, ugyanolyan súllyal kellene figyelembe venni az asztalnál, ahol tárgyalások folynak, még ha kisebb a lakosságuk, vagy a területük” – emelte ki Halkó Petra.
A jogállami kérdéskör is erre mutat rá hiszen láthatjuk hogy nem voltak hajlandóak meghallgatni azokat az országokat, akik egyébként érintettek ebben a kérdéskörben. A megbélyegzett országok vezetői készen állnak a párbeszédekre, mégis, ezt a legtöbb esetben figyelmen kívül hagyják – tette hozzá.
„Az biztos hogy az Európai Unió versenyképessége vagy politikai súlya nem azzal fog visszaállni, hogy különféle határozatok vagy döntések papírjait lobogtatja. A tényleges teljesítmény képes bizonyítékul tud szolgálni arra hogy egy ország vagy egy közösség – az EU esetben egy közösség – érdemes arra hogy meghallgassák, figyelembe vegyék a fő kérdéskörök tekintetében” – mondta az elemző.

Az Európai Bizottság vizsgálatot indított annak megállapítására, hogy a Facebook közösségi portál megsértette-e az uniós versenyszabályokat a hirdetési piacon szerzett információk jogszerűtlen felhasználásával a versenytársak megkárosítására – közölte Margrethe Vestager, az uniós bizottság digitális korra felkészült Európáért felelős biztosa pénteken.
Az uniós biztos közölte: az Európai Bizottság azt vizsgálja, hogy a közösségi oldal visszaélt-e a rendelkezésére álló, nagymennyiségű adattal a versenytársak kárára, illetve, hogy a megszerzett adatok indokolatlan versenyelőnyt biztosítanak-e a vállalatnak az online apróhirdetések piacán.
A vizsgálat azt is fel fogja mérni, hogy a Facebook Marketplace nevű online apróhirdetési szolgáltatása megfelel-e az EU versenyszabályainak, vagy a felvetődött aggályoknak megfelelően jogszerűtlenül használja-e az üzleti szempontból érzékeny információkat saját szolgáltatása népszerűsítésére.
Vestager emlékeztetett, hogy a Facebookot havonta csaknem 3 milliárd ember használja, felületein csaknem 7 millió cég hirdet. A vállalat hatalmas mennyiségű adatot gyűjt közösségi hálózata felhasználói tevékenységeiről, ami lehetővé teszi számára, hogy hirdetéseivel meghatározott csoportokat célozzon meg. A Kelet-Jeruzsálemben és Ciszjordániában kialakult feszültségek és az erőszak azonnali mérséklésre szólította fel a feleket szombaton Peter Stano, az Európai Unió külügyi szolgálatának szóvivője.
Nyilatkozatában a szóvivő felidézte, hogy pénteken súlyos összecsapások történetek az izraeli rohamrendőrök és az al-Aksza mecsetnél a kelet-jeruzsálemi kilakoltatások ellen tüntető palesztinok között.
„Az erőszak és az uszítás elfogadhatatlan, az elkövetőket mind a két fél részéről felelősségre kell vonni” – hangsúlyozta Stano, hozzátéve, hogy a mecsetnek otthont adó Templomhegy (arab nevén: Haram al-Sarif) státuszát feltétlenül tiszteletben kell tartani.
Aggodalmát fejezte ki továbbá palesztin családoknak a kelet-jeruzsálemi Sejk Dzsarra negyedből történő kitelepítése miatt. Ebben a negyedben a zsidó telepesek az utóbbi években felvásároltak számos épületet, valamint jogi úton megkérdőjelezték számos palesztin család tulajdonjogát évtizedek óta lakott otthonaikhoz, és régebbi zsidó tulajdonosokra hivatkozva elkezdték kiköltöztetésüket. Az EU szerint az ilyen cselekedetek illegálisnak minősülnek a nemzetközi humanitárius jog szerint, és tovább szítják a kialakult feszültségeket.
„Mindkét fél politikai, vallási és közösségi vezetőinek önmérsékletet kell tanúsítaniuk, és erőfeszítéseiket az ingatag helyzet stabilizálásra kell összpontosítaniuk” – húzta alá a szóvivő.
A pénteki összecsapásokban több mint kétszáz tüntető és az izraeli hatóságok 17 tagja sebesült meg. A rendőrök gumilövedékekkel és villanógránátokkal oszlatták az őket kövekkel, vizes palackokkal és székekkel dobáló palesztinokat.
Jeruzsálem vitatott hovatartozása a palesztin-izraeli konfliktus egyik legfőbb nyitott kérdése. Az izraeliek Jeruzsálem egészét saját fővárosuknak nyilvánították, beleértve a város 1967-ben elfoglalt keleti szektorát is, míg a palesztinok Kelet-Jeruzsálemet szeretnék megtenni a Ciszjordániából és a Gázai övezetből létrehozni vágyott önálló államuk fővárosává.

Az Európai Bizottság jogi eljárást indít az brit-svéd érdekeltségű AstraZeneca gyógyszercég ellen, mivel a vállalat nem teljesítette az unióval kötött szerződésekben vállalt kötelezettségeit a koronavírus elleni oltóanyag gyártásásával és kiszállításával kapcsolatban – közölte a Reuters hírügynökség egy uniós tisztségviselőre hivatkozva, aki közvetlen kapcsolatban áll a vállalattal.
A hírügynökségnek név nélkül nyilatkozó forrás megerősítette a Politico brüsszeli ügyekkel foglalkozó hírportál csütörtöki jelentését, miszerint a testület szerdán tárgyalt az ügyről az EU-tagországok unió mellé rendelt nagyköveteivel, akiknek többsége támogatja a gyógyszeripari nagyvállalat beperlését. A nagykövetek is elégedetlenségüket fejezték ki amiatt, hogy az AstraZeneca nem szállítja ki a tagországokba az előzetesen megrendelt oltóanyagdózisokat: a cég gyártáskapacitási problémákra hivatkozva a vállalt 180 millió adag helyett pusztán 90 milliót, illetve még annál is kevesebbet szállít az Oxfordi Egyetemmel közös vakcinájából az Európai Unió számára a második negyedében.
Pascal Soriot, a gyógyszergyár elnök-vezérigazgatója még februárban egy uniós parlamenti meghallgatáson azt ígérte, hogy a cég növelni fogja a vakcina előállítását a második negyedévben, és felgyorsítja az Európai Uniónak szánt szállítmányokat.
Szerdán ugyancsak uniós források jelezték, hogy az Európai Bizottság várhatóan nem tart igényt az AstraZeneca és Johnson & Johnson gyógyszergyárakkal kötött szerződések záradékában szereplő további, összesen 300 millió pótlólagos adag, koronavírus elleni vakcinára, a kieső dózisokat az EU a Pfizer/BioNTech vállalat oltóanyagával akarja pótolni.
Az okok között az is szerepel, hogy a brüsszeli testület el akarja hagyni azokat az oltóanyagokat, amelyekkel összefüggésben nagyon ritka vérrögképződéses eseteket jelentettek, továbbá bizonyos távolságot kíván tartani a vakcinaellátást gyártási problémákra hivatkozva hátráltató AstraZeneca brit-svéd vállalattól.

Az Európai Bizottság javasolni fogja, hogy az Európai Unió szankciókat vezessen be Oroszország vagy Kína ellen hamis információk terjesztése miatt. Korábban hasonló kezdeményezésre még nem volt példa. A megfigyelés kezdete óta több mint 10 000 Kreml-párti téves információ terjesztésének tényét állapították meg, tájékoztatott a Radio Szvoboda a dokumentum-tervezetre hivatkozva, amely a szerkesztőség rendelkezésére áll – közölte az РБК-Україна.
Az Európai Bizottság a jövő héten Az európai demokráciáért elnevezésű cselekvési tervet kívánja benyújtani. A dokumentum kimondja, hogy az Európai Unió köteles rendszeresebben kihasználni a rendelkezésére álló lehetőségeket a külföldi beavatkozás elleni küzdelemben.
„Ennek lehetséges módjai a gyakran használt módszerek, a nyilvánvaló leleplezéstől (az információ használhatatlanná tételétől), az ismétlődő jogsértéseket követően a szankciók kiszabásáig” – áll a dokumentumban.
A dokumentum azt is mondja, hogy a félretájékoztatás, hamis információ könnyen fegyverré válhat, és bizonyos harmadik országok, köztük Oroszország és Kína, korábban részt vettek a Covid 19-ről szóló hamis információk terjesztésében az Európai Unióban és az egész világon, melynek célja – „saját arculatuk javítása”.
Ezen kívül A cselekvési terv kimondja, hogy az East StratCom munkacsoport eddig több mint 500 esetben fedte fel az oroszországi félretájékoztatást Covid-19-el kapcsolatban és a 2015-től tartó megfigyelés alatt több mint 10 000 esetét rögzítette a Kreml által terjesztett hamisít információnak.
Egyben javasolja a hamis információk terjesztésére használható online felületekre vonatkozó uniós szabályok megszigorítását.

Az Európai Bizottság kötelezettségszegési eljárást indított 23 tagországgal és az Európai Unióból januárban kilépett Egyesült Királysággal szemben, mert nem hajtották végre az audiovizuális média minden platformjára, köztük a hagyományos tévécsatornák és a videómegosztó oldalak uniós szintű koordinációjára vonatkozó új előírásokat.
Az Európai Bizottság hétfői tájékoztatása szerint az audiovizuális médiaszolgáltatásokról szóló irányelv átültetésének szeptember 19-i határidejéig csak Magyarország, Dánia, Hollandia és Svédország teljesítette kötelezettségeit. Kiemelték, azért fontos az uniós irányelv nemzeti jogba való átültetése, mert az új előírások a digitális kornak megfelelő szabályozási keretet hoznak létre, biztonságosabb, igazságosabb és sokszínűbb audiovizuális környezetet teremtve. Megerősítik a nézők védelmét, különös tekintettel a legkiszolgáltatottabbak, például kiskorúak biztonságára nézve.
Kiterjesztik a gyűlöletbeszédre vonatkozó szabályokat a videómegosztó platformokra, és elősegítik az audiovizuális média kulturális sokszínűségét. Bevezetik a nemzeti médiaszabályozók új függetlenségi követelményeit és a médiapluralizmus védelmét – közölték.
Mint emlékezetes, Věra Jourová, az Európai Bizottság alelnöke Magyarországot „beteg demokráciának” nevezte, valamint az Európai Unió magyar állampolgárairól úgy nyilatkozott, hogy nincsenek abban a helyzetben, hogy önálló véleményt nyilvánítsanak.

Tim Lamb, a vállalatot képviselő ügyvéd elmondta, hogy azért fordultak az uniós bírósághoz, mert a bizottság által bekért anyagok között az alkalmazottak egészségügyi és pénzügyi adatait tartalmazó dokumentumok is szerepelnek, amelyek teljesen „jelenetéktelenek” a vizsgálatok szempontjából.
„Együttműködünk az Európai Bizottsággal, több százezer dokumentumot a rendelkezésükre bocsátunk, de ami a privát adatokat tartalmazó anyagokat illetti, azok bekérésének jogosságát, az uniós bíróságnak meg kell vizsgálni” – jelentette ki.
Hírforrások szerint, a bizottság olyan keresőszavak alapján vizsgálódik, mint a „nagy kérdés”, „nem jó számunkra” vagy „bezárás” és bele kíván tekinteni minden olyan dokumentumba, amelyek ezeket a kifejezéseket tartalmazzák.
A bizottság illetékes szóvivője elmondta, hogy a testület megvédi álláspontját a bíróság előtt és folytatja a két szóban forgó kivizsgálást, melyek közül az egyik a cég adatgyűjtéssel kapcsolatos gyakorlatát kifogásolja, míg a másik a Marketplace platform szolgáltatás piacra gyakorolt hatását ellenőrzi.
