Az idén már csaknem száz illegális bevándorló halt meg, illetve tűnt el nyomtalanul a Földközi-tengeren, ami több mint kétszerese a tavalyi azonos időszak adatának – közölte az ENSZ Nemzetközi Migrációs Szervezete (IOM) hétfőn.
Az ügynökség a Rómában szervezett Olaszország-Afrika konferencián ismertette az adatokat. Több mint kéttucat afrikai vezető mellett uniós tisztségviselők vitatták meg a gazdasági kapcsolatokat, illetve az illegális bevándorlás megfékezését szolgáló erőfeszítéseket.
„A halálozások és eltűnések legfrissebb adata erőteljes emlékeztető, hogy csak a biztonságos és szabályozott bevándorlást magában foglaló, átfogó megközelítés az egyetlen megoldás, amely mind a migránsoknak, mind az államoknak hasznára válik” – jelentette ki Amy Pope, az IOM főigazgatója.
Az IOM Eltűnt Migránsok Projektje szerint tavaly 3041 menedékkérő vesztette életét, vagy tűnt el nyomtalanul a Földközi-tengeren, ami jelentős emelkedést jelent a 2022-es évhez képest, amikor is 2411 ilyen személyt tartottak nyilván.
Január elején mintegy negyven tunéziai migráns tűnt el, miután bárkájukkal irányt vettek Olaszország partjai felé. Az utóbbi időben Tunézia váltotta fel Líbiát, mint az Európába igyekvő migránsok legfontosabb észak-afrikai tranzitországa.
Az IOM bevándorláspárti szervezet, alapelve szerint a globális migráció hasznos mind a migránsoknak, mind a társadalomnak, ezért azt nem megállítani, hanem globális összefogással fenntartani és menedzselni kell.

Az orosz agresszor állam 2022. februári teljes körű inváziója óta meggyilkolt civilek száma meghaladta a 10 200 főt. A megsérült civilek száma több mint 19 300 – áll Edem Vosorna, az ENSZ Humanitárius Ügyek Koordinációjával foglalkozó irodája igazgatójának jelentéséből az ENSZ Biztonsági Tanácsában megtartott tájékoztatón.
Az ukrajnai humanitárius helyzetről szóló jelentésben megjegyezték, hogy Ukrajnában folytatódik az eszkaláció, ami további halálesetekhez, pusztulásokhoz és emberek kényszerű áttelepüléséhez vezet. December 29-től a konfliktus újabb súlyosbodása következett be, amikor az Ukrajna-szerte végrehajtott légicsapások civilek halálát és sebesülését okozták, valamint jelentős károkat és pusztításokat okoztak otthonokban, iskolákban, kórházakban, energetikai és egyéb kritikus polgári infrastruktúrákban, áll a dokumentumban.
„December 29.-e óta az ENSZ Emberi Jogi Hivatala Ukrajna-szerte már 125 civil halálát és több mint 550 sebesülését rögzítette. A 2022 februárja óta meggyilkolt civilek száma meghaladta a 10 200-at, köztük 575 gyermek vesztette életét, és több mint 19 300 fő megsebesült. A humanitárius szükségletek mértéke Ukrajnában továbbra is óriási. Több mint 14,6 millió embernek – Ukrajna lakosságának mintegy 40 százalékának – van szüksége ilyen vagy olyan humanitárius segítségnyújtásra” – összegezte az ENSZ.
Ukrajna egész területe szenved a támadásoktól, de leginkább – a frontvonal közelében. Ismételten humanitárius tűzszünetet sürgetett a Gázai övezetben António Guterres ENSZ-főtitkár a világszervezet Biztonsági Tanácsában (BT) pénteken, kijelentve egyebek között, hogy a palesztinok lakta térségben humanitárius szempontból „elérték a tűréshatárt”.
„Nagyon magas a kockázata, hogy teljességgel összeomlik a humanitárius segélyezés rendszere a Gázai övezetben, ami pusztító következményekkel járna” – hangsúlyozta a világszervezet főtitkára.
Guterres felhívta a figyelmet arra is, hogy a civilek számára nincs semmiféle hatékony védelem a Gázai övezetben, ahol szerinte nem maradt biztonságos hely.
Az ENSZ BT ülését Guterres felhívására hívták össze, a ritkának számító sürgősségi beadványban a főtitkár azt kérte a testülettől, hogy segítsen elhárítani a Gázai övezetben fenyegető humanitárius katasztrófát. A kezdeményezésnél a világszervezet alapokmányának 99 cikkelyére hivatkozott, amely lehetővé teszi az ENSZ főtitkárának, hogy a BT figyelmét felhívja minden olyan ügyre, amely megítélése szerint veszélyeztetheti a nemzetközi békét és biztonságot. Az ENSZ szerint a vonatkozó cikkelyt évtizedek óta nem alkalmazták.
Guterres lépését követően az Egyesült Arab Emírségek újabb határozattervezetet terjesztett elő, amelyben tűzszünetet sürgetnek. A voksolást egyelőre elhalasztották. A hasonló javaslatok eddig az Egyesült Államok ellenállásán buktak meg.

Az Egyesült Nemzetek Szervezete (ENSZ) az izraeli hadművelet szörnyű humanitárius hatásaira figyelmeztetnek.
Csaknem két hónappal a Gázai övezeti háború kirobbanása után a terület csaknem 1,9 millió lakosa, vagyis az emberek több mint 80 százaléka volt kénytelen elmenekülni az otthonából – közölte az ENSZ palesztin menekülteket támogató ügynöksége (UNRWA). Mint írták, hozzávetőleg egymillió ember talált menedéket az övezet központi részein található ENSZ-létesítményekben, valamint a déli Hán Júniszban és Rafahban.
Izrael hétfőre a Gázai övezet egész területére kiterjesztette hadjáratát a Hamász ellen, miközben segélyszervezetek az izraeli hadművelet drámai humanitárius hatásaira figyelmeztetnek. Az ENSZ Gyermekalapjának (UNICEF) szóvivője, James Elder a BBC-nek adott interjúban úgy fogalmazott, hogy senki sem érezheti magát biztonságban, ha tízpercenkét bombák hullanak körülötte. „Sem a kórházakban, sem az óvóhelyeken nincsenek biztonságban az emberek, pedig számtalan sebesült gyereket és mellettük szülőket is szállítanak be” – hangsúlyozta.
Mirjana Spoljaric Egger, a Vöröskereszt Nemzetközi Bizottságának (ICRC) elnöke pedig arra panaszkodott, hogy lehetetlen megfelelő humanitárius segélyezést folytatni. „Az emberi szenvedés mértéke elviselhetetlen” – húzta alá a palesztin területen tett látogatása során. Elfogadhatatlannak nevezte, hogy a civil lakosság számára nincsenek biztonságos menedékhelyek.

A helyzet humanitárius szempontból nagyon aggasztó, ezért a lakóhelyüket újonnan és korábban elhagyni kényszerülő embereknek, valamint az őket befogadó közösségeknek is sürgős segítségre van szükségük – hangsúlyozta az ENSZ Humanitárius Ügyek Koordinációs Hivatala keddi jelentésében.
Az októberi harcok óta 187 civil halt meg, köztük nők és gyerekek, továbbá 246-an megsebesültek – tudatta az ENSZ.
Október végén a Testvériség Szövetség néven ismert, három etnikai gerillaszervezetből álló csoport hadjáratot indított az országot irányító junta ellen San állam északkeleti részén, ami a 2021. februári puccs óta a legnagyobb kihívást jelenti az katonaság számára.
Azóta az offenzíva az ország északi, középső és nyugati részére is kiterjedt. A Ta’ang Nemzeti Felszabadító Hadsereg (TNLA), az Arakáni Hadsereg (AA) és a Nemzeti Demokratikus Hadseregek Szövetsége (MNDAA) nevű szervezet mellé más etnikai milíciák és védelmi erők is csatlakoztak a harcokban.
„Az összecsapások a sűrűn lakott városi központok területére is kiterjedtek, ami veszélyt jelent a civilek biztonságára” – figyelmeztet az ENSZ-hivatal, hangsúlyozva, hogy az erőszak eszkalációja a legnagyobb és földrajzilag a legkiterjedtebb a katonai hatalomátvétel óta.
Az országban káosz uralkodik a 2021-es puccs óta, amikor a katonaság pár órával a parlament alakuló ülése előtt erőszakkal átvette a hatalmat, és őrizetbe vette az országot de facto miniszterelnökként irányító, Nobel-békedíjas Aung Szan Szú Kjít és Mianmar többi vezetőjét.

„Alapos okkal feltételezhető”, hogy október 5-én Oroszország intézett szándékos, célzott rakétacsapást a kelet-ukrajnai Harkiv megyei Hroza falu ellen, amely következtében 59 civil vesztette életét, köztük egy nyolcéves gyermek – közölte az ENSZ ukrajnai emberi jogi megfigyelő missziója kedden közzétett jelentésében.
A friss jelentésben arra a következtetésre jutottak, hogy Oroszország „vagy nem tett meg minden lehetséges intézkedést annak biztosítására, hogy a támadás szándékolt célpontja katonai célpont legyen”, vagy szándékosan civileket, polgári objektumot vett célba, ami mindenképpen a nemzetközi humanitárius jog megsértésének minősül.
A jelentés készítői kitértek arra is, hogy az incidens helyszínén talált kiterjedt károk és lőszermaradványok arra utalnak, hogy a robbanás valószínű oka egy orosz Iszkander rakéta volt, amely körülbelül 20-25 perccel azután találta el a falu egyetlen kávézóját, hogy 63 helyi lakos összegyűlt ott.
Az ENSZ emberi jogi megfigyelői dokumentálták, hogy az áldozatok mindegyike civil volt, azaz a kávézóban tartott rendezvényen, illetve annak közelében nem volt egy katona és katonai célpont sem.
A jelentésben részletezték a rakétacsapás rendkívül pusztító hatását is, rámutatva arra, hogy 15 helyi család egynél több hozzátartozóját veszítette el. Sok áldozatot kizárólag DNS-teszttel lehetett azonosítani – tették hozzá a világszervezet megfigyelői.
Egyúttal felszólították Oroszországot, hogy vállalja a felelősséget a csapásból eredő polgári áldozatokért, folytassa le a támadás teljes körű és átlátható kivizsgálását az elkövetők felelősségre vonása és a jövőbeni hasonló támadások megelőzése érdekében, valamint biztosítson hozzáférést a jogorvoslathoz, beleértve a kártérítést is a közvetlen és közvetett áldozatok számára.
