A dél-koreai alkotmánybíróság még szeptemberben hatályon kívül helyezte a propaganda-szórólapok észak–déli határon keresztüli terjesztését tiltó törvényt, mondván, az túlságosan korlátozza a véleménynyilvánítás szabadságát. A 2020-ban bevezetett törvény értelmében a szórólapterjesztők akár három év börtönbüntetést is kaphattak.
A KCNA-ban közzétett angol nyelvű felszólításban Észak-Korea arra figyelmeztetett, hogy a Phenjan-ellenes pamfletkampány és a Szöul által folytatott pszichológiai hadviselés csak katalizátorként szolgál, ami Dél-Korea végét fogja jelenteni.
„A Koreai Népi Demokratikus Köztársaság haraggal teli forradalmi fegyveres erői bombazáport fognak zúdítani a dél-koreai bábok és szórólapterjesztők védőbástyáira, ami még a korábbi válaszlépésünket is fölül fogja múlni”− mondta Kim Junmi, hozzátéve, hogy a propagandaterjesztés a háború folytatását megelőző támadásnak minősül.
Több mint hetven éve tart a koreai háború Az elmúlt években észak-koreai menekültek és konzervatív aktivisták többször is küldtek át pamfleteket szállító léggömböket a határon keresztül Észak-Koreába, hogy az ott élőket a rezsim elleni lázadásra buzdítsák. Legutóbb emiatt fegyveres konfliktus a határnál 2014-ben és 2020-ban alakult ki; utóbbi esetében a két Koreát összekötő iroda épülete is megsemmisült.
Mivel az 1950-ben kirobbant koreai háború hivatalosan a mai napig tart, és csak tűzszüneti megállapodás köttetett, ezért a Koreai-félszigeten folyamatos a katonai feszültség.
Szöul és Phenjan még 2018-ban megállapodást írt alá a feszültség enyhítéséről, de Észak-Korea ezt azóta többször is megsértette. A dél-koreai védelmi minisztérium még októberben jelentette ki, hogy az egyezményt fel kellene mondani, mert Dél-Korea csak így tudna azonnal reagálni egy esetleges támadásra.
