 A moldovai Belső Biztonsági és Korrupcióellenes Szolgálat (SPIA) szerint a csoport magánszemélyekből és jogi személyekből állt, akik migrációs tanácsadó cégeket hoztak létre.
 A nyomozók megállapították, hogy a Migrációs Főfelügyelőség néhány alkalmazottja olyan csoportot támogatott, amely segített orosz állampolgároknak elkerülni a katonai szolgálatot vagy a szankciókat.

 Ezenkívül, tájékoztatásuk szerint, a megszállók Henicseszkben brutális kínzásnak vetik alá az ukránbarát nézeteket valló polgárokat és azokat, akik nem akarnak eleget tenni a helyi megszálló hatóságok követeléseinek.
