Moszkva az ukrán energiaszektor elleni csapásokra épít ezen a télen, Oroszország fő célja a hátország destabilizálása és az ország energiarendszerének kimerítése – írta hétfőn az rbc.ua hírportál elemző cikkében.
Az ősz eleje óta az ellenség fokozta az ukrán energetikai infrastruktúra elleni támadásokat. Az orosz csapatok eleinte a helyi energiatermelőket – hőerőműveket és kapcsolt hő- és villamosenergia-termelő erőműveket – támadták az ország keleti részén, megpróbálva áramhiányt teremteni és növelni a többi régió terhelését.
Ezután a középső és keleti régiókban található erőművek és alállomások kerültek tűz alá, ami azzal fenyegetett, hogy megzavarja az energiaátviteli áramköröket. Idővel a támadások iránya nyugat felé tolódott, ahol a megszállók elkezdtek csapásokat mérni a hőerőművekre, a kapcsolt hő- és villamosenergia-termelő erőművekre és a vízerőművekre, megpróbálva csökkenteni a rendszer manőverező képességét.
„Az oroszok nemcsak elöl, hanem hátul is megpróbálnak destabilizálni minket. Putyin célzott támadásokat indított az energiarendszerünk, valamint az olaj- és gázipari infrastruktúránk ellen – szerintem ezt folytatni is fogja” – mondta Fedir Veniszlavszkij, a Legfelső Tanács nemzetbiztonsági, védelmi és hírszerzési bizottságának tagja. Szerinte az energetikai szakemberek felkészültek a kihívásokra, de teljesen kizárni az újabb áramkimaradásokat nem lehet.
Az idei támadási kampány eltér a három évvel ezelőttitől. Míg 2022-ben Oroszország gyorsan nagyszabású áramszünetet próbált előidézni Ukrajnában, mostani stratégiája az energiarendszer fokozatos kimerítése. Moszkva különböző fegyvertípusokat kombinál – cirkálórakétákat, kamikaze drónokat és ballisztikus rakétákat. A támadásokat gyakran a stratégiai repülés vagy a Kalibr részvétele nélkül hajtják végre, ami kevésbé kiszámíthatóvá teszi azokat.
Az alapforgatókönyv szerint elegendő meglévő termeléssel és kapacitással rendelkezünk, amelyet csúcsidőben importálni tudunk. Minden bekövetkező kiesés az Ukrenerho diszpécserei által hozott döntések következménye
– magyarázta Hennagyij Rjabcev energiaszakértő.
A szakember hangsúlyozta, hogy a rendszer továbbra is ellenőrzött, de az orosz csapások működésképtelenné tehetik az egyes létesítményeket. A szakértő szerint a holtszezonban nagyszabású előkészítő munkálatokat végeztek, kritikus fontosságú berendezésekből készleteket és tartalékkapacitást hoztak létre. „A helyreállítási munkálatok során időnként korlátozott lehet a lakossági és ipari fogyasztók áramellátása. Az ilyen kimaradások időtartama a kár mértékétől függ” – jegyezte meg Rjabcev.
Az energiatermelő létesítmények mellett Oroszország továbbra is a gázinfrastruktúrát támadja. A szakértő szerint azonban a földalatti tárolókban lévő tartalékok elegendőek a tél átvészelésére. Jelenleg 13,2 milliárd köbméter gázt tárolnak ott, amelyből 8,5 milliárd felhasználható. A kormány további 1,5 milliárd köbmétert vásárol.
„A kockázat nem a gázhiányban rejlik, hanem a kompresszor vagy a gázelosztó állomások meghibásodása miatti esetleges ellátási zavarokban” – magyarázta Rjabcev. Hozzátette, hogy a támadások esetén az ellátás átmenetileg korlátozott lehet – több napra, a helyreállítási munkálatok befejezéséig.
Az rbc.ua kormányzati körökben lévő informátora megjegyezte, hogy a gázinfrastruktúra elleni támadások még fájdalmasabbak lehetnek a lakosság számára, mint az áramkimaradások, különösen erős fagyok esetén. Szerinte azonban nem lesz nagymértékű országbefagyasztás – csak lokális problémák lehetségesek az egyes régiókban.

Az évszakváltás mind az orosz, mind az ukrán hadsereget érinti: jön a rövid nappalok és az alacsony hőmérséklet időszaka.
„Az Oroszországi Föderáció vezérkarának bármely döntését részben a tél beállta fogja meghatározni. A nappali fény napi kilenc órára csökken, szemben a nyári 15-16 órával. Ez kevesebb támadó hadműveletet és inkább statikus, védekező stratégiát jelent” – jelentette ki a brit védelmi minisztérium.
A helyzetet befolyásolhatja az éjjellátó készülékek elérhetősége is.
A brit hírszerzés elmondása szerint ráadásul a hideg kihívássá válik, és ha a hadseregnek problémái lesznek a téli egyenruhákkal, valamint az életkörülmények biztosításával, az nagy valószínűséggel hatással lesz a honvédek egészségére.
Ráadásul a hideg csaknem felére csökkenti a súlyos sebesültek sikeres gyógyulásának idejét. Az eső, az erős szél és a hóvihar további kihívást jelent majd a katonák számára a harci övezetekben, nem csak a kényelmük és a moráljuk, hanem a fegyvereik karbantartásának szempontjából is.
