Könnygázt és vízágyúkat vetettek be kedden Georgia fővárosában, Tbilisziben a „külföldiügynök-törvény” miatt tüntetőkkel szemben.
A nap folyamán ismét ezrek követelték a törvény visszavonását. A biztonsági erőkkel a parlament épületénél történt összecsapásban többen megsérültek. A tiltakozók egyebek között tojásokkal és palackokkal dobálták meg a rendőröket, akik megkezdték a törvényhozás előtti térről kiszorítani a demonstráció résztvevőit.
A törvényhozásban kedden tárgyalták második, és ezzel utolsó előtti olvasatban azt a vitatott jogszabályt, amelyet a Georgiai Álom – Demokratikus Georgia kormánypárt áprilisban terjesztett ismét a parlament elé.
Az indítvány előírná, hogy a szervezeteket, amelyeknek anyagi eszközei több mint 20 százalékát külföldről finanszírozzák, külföldi befolyásoló ügynökökként regisztráltassák. Bírálói ezt ahhoz a törvényhez hasonlítják, amelyet Oroszország széles körben alkalmaz a másként gondolkodók elleni fellépéshez.
A törvényjavaslat újbóli beterjesztése ellen április 15. óta az ellenzék és a civil szervezetek újra és újra az utcákra vonultak. Az Európai Unió, amely decemberben adta meg Georgiának a tagjelölti státuszt, felszólította a tbiliszi vezetést, hogy ejtse ezt az előterjesztést.

Az ellenzéki képviselők megtámadták a kormány tagjait a georgiai parlamentben, mielőtt elkezdhették volna tárgyalni a külföldi ügynökökről szóló törvényt. A tervezet tavaly elbukott, miután tömegek vonultak az utcára, hogy tiltakozzanak ellene. Akkor is erőszakba torkollott a terv, de a kormánypárt nem tágít.
A képviselők brutálisan összeverekedtek, ököllel ütötték egymást, és asztalokat borogattak – írta meg a Reuters. A verekedésről a georgiai médiában jelentek meg felvételek.
A törvényjavaslat értelmében minden olyan civil szervezetnek, amelynek a finanszírozása több mint 20 százalékban külföldi forrásból származik, „külföldi ügynökként” kell regisztrálnia magát. Ebben az esetben pénzbírsággal sújthatók. Hasonló törvény van hatályban Oroszországban is.
Még februárban több mint hatvan georgiai sajtóorgánum és civil szervezet jelezte, hogy hatálybalépése esetén nem felelne meg az új törvénynek.
A georgiai elnök, Salome Zourabicsvili már jelezte, hogy megvétózza a javaslatot, ha átmenne a parlamenten. Ez azonban csak időhúzás lenne, mivel a parlament felülírhatja az elnöki vétót.
A törvényjavaslat kiváltotta a nemzetközi közösség aggodalmát. Olaf Scholz német kancellár már jelezte, hogy ha törvényi erőre emelkedni a georgiai külföldiügynök-törvény javaslat, az elvághatná az ország európai uniós csatlakozását.
