A francia kormány bevezette az Orsec vészhelyzeti tervet válaszul az országot sújtó rendkívüli hőhullámra. Ezt a rendkívüli intézkedések tartalmazó mechanizmust hagyományosan nagyszabású természeti katasztrófák idején alkalmazzák, számolt be az Euronews.
Az Orsec-terv azokban a régiókban fog működni, ahol a meteorológusok „vörös” szintű meteorológiai veszélyt hirdettek. Szombatra ezen régiók száma 24. További 59 régióban a „narancssárga” veszélyszintet határozták meg a magas hőmérséklet miatt.
Az Orsec rendszer célja az állam szolgáltatók tevékenységének összehangolása vészhelyzet idején. Leggyakrabban árvizek, nagy kiterjedésű tűzvészek vagy más természeti katasztrófák esetén aktiválódik, de ezúttal a rendkívüli hőség volt az ok.
A francia kormány hivatalos képviselője, Maud Brejon elmondta, hogy a döntés meghozatala előtt a hatóságok megtartották a szükséges konzultációkat, és megállapodtak a további lépésekben.
Idén Európa rendkívüli hőhullámtól szenved, amely még májusban borította be a kontinenst, történelmi rekordokat döntve meg és haláleseteket okozva Franciaországban.

Vészhelyzetet hirdetett Los Angeles polgármestere egy hűtőházban napok óta pusztító tűz közegészségügyi következményei elleni hatékony fellépés érdekében.
Karen Bass helyi idő szerint szombat este kiadott közleményében ígéretet tett arra, hogy a nagyváros Boyle Height negyedét érintő tűzvész megállítása érdekében minden lehetséges erőfeszítést megtesznek.
Az elsődleges feladatnak a mérgező anyagok eltávolítását és a jelentős környezeti katasztrófa megelőzését nevezte. Hozzátette, hogy a tűz által érintett lakosság egészsége és biztonsága okozza a legkomolyabb aggodalmat.
Jaime Moore, Los Angeles tűzoltóparancsnoka elmondta, hogy a hűtőházban mintegy 40 tonna fagyasztott élelmiszert tároltak. Az épületen belül a rossz látási viszonyok rendkívül megnehezítik az oltást. Beszámolt arról, hogy jelenleg az emberi egészségre és környezetre veszélyt jelentő biológiai anyagok ártalmatlanításán dolgoznak.
A hűtőházban szerdán csaptak fel a lángok, a környező területet sűrű füst borította be, ezért az érintett lakosság számára menedékhelyet nyitottak.
A polgármester által kihirdetett vészhelyzet megkönnyíti tagállami és szövetségi források igénybe vételét a védekezéshez.

Kijevben a rendőrség és a mentőalakulatok fokozott üzemmódban dolgoznak a vészhelyzet miatt, a főváros utcáin mintegy 1000 rendőr tart járőrszolgálatot – közölte csütörtökön Ihor Klimenko belügyminiszter az rbc.ua hírportálnak nyilatkozva.
Mint Klimenko elmondta: „Kijevben a vészhelyzet idején a Belügyminisztérium rendszerének maximális létszámú erőit vonták be a munkába. A katasztrófavédők és a rendőrök fokozott üzemmódban dolgoznak az emberek biztonságának, az ellenőrző pontok működésének, a lakosság támogatásának és a közrend fenntartásának biztosítása érdekében a városban.”
A belügyminiszter szerint a fővárosban több mint 1200 legyőzhetetlenségi pont működik. Közülük 90 a Rendkívüli Helyzetek Állami Szolgálatáé, 30 pedig a Nemzeti Rendőrségé. Ezek autonóm áramellátással, fűtéssel és stabil kommunikációval rendelkeznek. Itt meleg italokat lehet készíteni és igénybe venni a szükséges segítséget. Minden ponton van mentő, rendőr vagy biztonsági őr.
Klimenko hozzátette, hogy az Rendkívüli Helyzetek Állami Szolgálata mintegy 200 alkalmazottja vett részt a munkálatokban. Külön megerősítették a közrend védelmét: mintegy 1000 rendőr van az utcákon, köztük gyalogos és autós járőrök. „A mi feladatunk, hogy a legnehezebb körülmények között is maximális segítséget nyújtsunk az embereknek. Folyamatosan ellenőrizzük a helyzetet, és minden kérésre reagálunk” – hangsúlyozta.
A belügyminiszter külön megjegyezte, hogy a 112-es vonalhoz operátorokat csatoltak, akik az otthonokban jelentkező áram-, víz- és fűtéshiányról szóló jelentéseket fogadják. Ezeket az információkat továbbítják a Denisz Smihal energetikai miniszter által vezetett központnak. Elmondása szerint az üzemeltetők tájékoztatást nyújtanak a legközelebbi legyőzhetetlenségi pontokról vagy fűtött területekről. Szükség esetén mentőegységeket küldenek a helyszínre – tette hozzá Ihor Klimenko.

A hatalmas orosz légitámadás-sorozat és a heves hideghullám után Kijev ötödik napja nehéz körülmények között él, több száz ház fűtés nélkül van, városszerte vészhelyzeti áramkimaradások vannak, a jobb parton pedig leállt az elektromos közlekedés – számolt be kedden az rbc.ua hírportál összefoglaló helyzetjelentésében.
A mai támadás után 500 sokszintes ház maradt ismét fűtés nélkül. Egyes helyeken a sokszintes házak generátorokhoz vannak csatlakoztatva. Vészhelyzeti áramszünetek vannak érvényben az egész városban, és az ütemtervi menetrend nem működik. Egyes területeken (Pogyil, Vinohradar, Szvjatosino) előfordulhat, hogy a nap végéig nem lesz áram.
Klicsko polgármester szerint még a kritikus infrastruktúra számára is hiány van az áramból. A sokszintes házak felső emeletein vízkimaradások vannak. Az elektromos közlekedés ideiglenesen nem üzemel a jobb parton. Pótló buszjáratokat indítottak.
Kijevben a január 9-i hatalmas légitámadás után Pecserszk kerületben a házak 20 %-a továbbra is fűtés nélkül van – mondta Katerina Pop, a Kijevi Katonai Adminisztráció szóvivője a mai telekonferencián. Megjegyezte, hogy ez a szám napról napra csökken, tegnap például ez a százalékos arány a mai majdnem kétszerese volt. Január 9. óta problémák vannak a Dnyipro és a Szvjatosino kerületekben is. A házak mintegy 15%-a fűtés nélkül van.
A szóvivő szerint Kijev bal partján fokozatosan normalizálják a helyzetet, de a vészhelyzeti áramkimaradások miatt nem minden épületben vannak olyan szivattyúk, amelyek képesek biztosítani az egyes emeletek víz- és hőellátását.
A fűtési problémákat tovább súlyosbította a mai ellenséges támadás, amely miatt a városban 500 sokemeletes ház maradt fűtés nélkül. A vonatkozó adatokat a város polgármestere, Vitalij Klicsko szolgáltatta.
Julija Szviridenko miniszterelnök szerint Kijev azon területein, ahol a legnagyobb problémák vannak az áramellátással, a lakóépületeket nagy teljesítményű generátorokra kapcsolták. Ezek csökkentik a rendszer terhelését, és biztosítják egész városrészek életét. A fővárosban 1269 legyőzhetetlenségi pont működik. Némelyikük a nap 24 órájában, a hét minden napján nyitva tart.
Kijevben reggel óta vészhelyzeti áramszünetek vannak érvényben. Ez azt jelenti, hogy a tervezett áramszünetek ütemterve nem működik. „A mai légitámadás után még nagyobb az áramhiány a fővárosban. Még a kritikus infrastruktúra biztosítására sincs elegendő áram. Az energiaszolgáltatók dolgoznak. De a helyzet rendkívül nehéz” – mondta Vitalij Klicsko polgármester.
A Kijivvodokanal vízszolgáltató emlékezteti a sokemeletes házak lakóit, hogy a felső emeleteket külön nyomásfokozó szivattyúk látják el vízzel, amelyek áram hiányában nem működnek. Tehát előfordulhat, hogy a legfelső emeleteken nincs vízellátás, még akkor sem, ha a szolgáltatást már helyreállították a környéken.
Az ellenséges támadások utáni áramellátási problémák miatt Kijev jobb partján átmenetileg nem működik az elektromos közlekedés. Ezért a Kijivpasztransz egyes útvonalakon pótló buszjáratokat indított.
Az időjárás-előrejelzés szerint a fővárosban, akárcsak Ukrajna egész területén, folytatódni fognak a kemény fagy. Kijevben éjszaka – 15-17 Celsius-fok, nappal pedig –10-12 Celsius-fok várható.

„Február 14-én, körülbelül hajnal 2 órakor az oroszok egy robbanófejes drónnal támadták meg az új biztonsági konténer ívét a csernobili atomerőmű negyedik blokkja felett. A tűz eloltása után a konténer ívének védőrétege továbbra is parázslott. Sikerült megállítani ezt a folyamatot” – írta.

Regionális vészhelyzetet hirdettek ki szerdán a helyi hatóságok az oroszországi Krasznodari területen az olajszennyezés miatt.
Venyiamin Kondratyjev, a Krasznodari terület kormányzója azzal indokolta az intézkedést, hogy a tenger továbbra is olajat mos ki a partokra az olajszennyezés által különösen érintett Anapa és Temrjuk kikötővárosok környékén.
Az összesen 9000 tonna fűtőolajat szállító, több mint ötvenéves két Volgonyefty tankhajó december 15-én szenvedett hajótörést a heves viharban a nyílt tengeren a Fekete- és az Azovi-tenger között található Kercsi-szorosban.
Az egyik hajó legénységének egy tagja életét vesztette, tizenegyen megsérültek. A roncsokból továbbra is szivárog az olaj, és már több tucat kilométeren beszennyezte a partvidéket.
Helyi sajtójelentések szerint időközben már 10 ezer önkéntes segítő jelentkezett a partvidék megtisztítására. Az olajszennyezés jelentős károkat okozott a helyi élővilágban, madarak és delfinek pusztultak el.
„Eredetileg a tudósok és szakemberek számításai szerint a fűtőolaj nagy részének a Fekete-tenger mélyén kellett volna maradnia, ami lehetővé tette volna annak tengeri begyűjtését” – írta Kondratyjev a Telegram-oldalán. „Az időjárás azonban saját szabályokat diktál, a levegő felmelegszik és az olajszármazékok a felszínre emelkednek. Ennek következtében a tenger kimossa őket a partokra” – tette hozzá.
Időközben az olajszennyezés következményeinek elhárításáért felelős válságstáb közölte, hogy összesen több mint 256 kilométernyi partszakaszon végeztek el vizsgálatokat, 25 tonna olajos-vizes iszapot gyűjtöttek be, és 27,9 ezer négyzetméter területet kezeltek abszorbens anyaggal.
Alekszandr Kozlov orosz környezetvédelmi miniszter hétfőn ismertette, hogy hozzávetőleg 200 ezer tonna föld szennyeződhetett be, és eddig 17 ezer tonna olajszennyezett homokot távolítottak el a partokról.

A földtudományi minisztérium közlése szerint az elkövetkező hat napban nem várható javulás, a levegő minősége továbbra is a „nagyon rossz” és a „veszélyes” tartományban marad.
A levegő minőségét jelző index alapján a 401 és 500 közötti érték a „veszélyes” kategóriába esik, míg az Újdelhiben összességében jelenleg mért 384-es érték a „nagyon rossz” tartományba. A „veszélyes” minősítés azt jelenti, hogy a levegő szennyezettsége ebben a tartományban már az egészséges embereket is érinti, de a betegségekben szenvedőkre különösen veszélyes.
A város 39 mérőállomásának mintegy harmada már 400-nál magasabb értéket mutatott kedden – közölte a Központi Szennyezés-ellenőrző Bizottság (CPCB).
A svájci IQAir csoport kedden a pakisztáni Lahor után a második legszennyezettebb levegőjű városának minősítette Újdelhit.

Az elmúlt hetekben több ezer rengést regisztráltak a közeli Fagradalsfjall vulkán körül − informálta az Izlandi Meteorológiai Szolgálat a BBC-t. A rengések az izlandi Reykjanes-félszigeten koncentrálódtak, amely a 2021-es kitörés előtt 800 évig szunnyadt a vulkáni tevékenység előtt.
Csütörtökön a térségben megnövekedett szeizmikus aktivitás miatt lezárták a közeli Kék lagúna nevezetességet.
Október vége óta több mint 20 ezer rengést regisztráltak Izland délnyugati részén.
A meteorológiai szolgálat információi szerint a magmaalagút megindult a föld alatt, egyenesen a vulkán közelében fekvő Grindavík városa felé, és véleményük szerint nem kizárható, hogy el is éri a települést. Az izlandi polgári védelmi ügynökség emiatt azonnal elrendelte a lakosság evakuálását.
Pénteki nyilatkozatában az ügynökség úgy fogalmazott, az embereknek el kell hagyniuk a várost, de azt is hangsúlyozták, hogy ez nem „vészhelyzeti evakuálás” − felszólították őket, „maradjanak nyugodtak, mert időben észrevették a veszélyes jelenséget”.
Nincs közvetlen veszély, az evakuálás elsősorban megelőzés, a fő cél Grindavík összes lakosának biztonsága − tették hozzá. A várost alig 4 ezren lakják, így gyorsan és hatékonyan tudnak haladni a baj megelőzésével.
