Тіла накопичуються в моргах по всьому континенту. Відповідні країни звинувачують у невиконанні своїх зобов’язань у сфері прав людини.
Біженців та нелегальних іммігрантів ховають у безіменних могилах у безпрецедентних кількостях по всьому Європейському Союзу, незалежно від воєн, пише The Guardian.
У документі повідомляється, що як мінімум 1 015 чоловіків, жінок і дітей, які загинули на кордонах Європи за останнє десятиліття, були поховані до того, як їх ідентифікували.
Вони поховані в безлюдних місцевостях уздовж кордонів: білі, порослі бур’янами камені на кладовищі Сідіро в Греції, грубі дерев’яні хрести на Лампедузі (Італія), анонімні таблички на півночі Франції, на яких просто написано «Мсьє Х», таблички в Польщі та Хорватії з написом «NN», що означає «невідомо».
На Канарських островах в Іспанії на одній могилі написано: «Корабель мігрантів № 4. 25/09/2022».
У 2021 році Європейський парламент ухвалив резолюцію, у якій закликав ідентифікувати людей, які загинули на міграційних маршрутах, і визнав необхідність створення скоординованої бази даних для збору даних про тіла. Однак цьому перешкоджає законодавчий вакуум у європейських країнах, немає централізованих даних і єдиної процедури поводження з трупами.
The Guardian у співпраці з низкою журналістів і судово-медичних експертів Міжнародного комітету Червоного Хреста (МКЧХ) уперше підрахувала кількість мігрантів і біженців, які померли на кордонах ЄС за останнє десятиліття, тих, чиї імена залишаються невідомими. Щонайменше 2 162 тіла досі не ідентифіковані.
Деякі з них накопичуються в моргах, похоронних бюро і навіть у транспортних контейнерах по всьому континенту. Дослідницька група відвідала 24 кладовища і, працюючи з експертами, знайшла понад 1000 анонімних могил.
Однак це лише верхівка айсберга. За цей період на міграційних шляхах Європи загинуло понад 29 000 людей, більшість з яких вважаються зниклими безвісти.
Дуня Міятович, європейська комісарка з прав людини, заявила, що ця проблема повністю ігнорується і країни ЄС не виконують свої міжнародні зобов’язання в галузі прав людини.
«Засоби доступні. Існують агентства і судові експерти, але вони [уряди] повинні їх використовувати», – сказала вона. Дуня Міятович додала, що «посилення ультраправих і відсутність політичної волі, швидше за все, ще більше заважатимуть розвитку належної системи для вирішення трагедії зниклих мігрантів».
Натомість робота ведеться на місцевому рівні. Наприклад, патологоанатоми збирають зразки ДНК та особисті речі, знайдені на тілах. Відсутність координації призводить до того, що сім’ї намагаються знайти своїх зниклих родичів через місцеву, часто іноземну бюрократію.
На допомогу їм приходять такі гуманітарні організації, як ICRC, котрий з 2013 року зареєстрував 16 500 запитів на інформацію для своєї програми возз’єднання сімей від людей, які шукають родичів, що зникли безвісти на шляху до Європи. Більшість запитів надійшла від афганців, іракців, сомалійців, гвінейців, а також з Демократичної Республіки Конго, Еритреї та Сирії. З них лише 285 були задоволені.
А тепер навіть частина цієї допомоги, схоже, зникає. Оскільки уряди скоротили бюджети на допомогу, Червоний Хрест був змушений перерозподілити свої зменшені ресурси. Значна частина їхньої роботи, у тому числі тренінги для поліції і місцевої влади, скорочується.
Це не тільки технічний і політичний, але й гуманний обов’язок
«Якщо врахувати родичів зниклих безвісти, то постраждали сотні тисяч людей. Вони не знають, де їхні близькі. Чи добре з ними поводилися, чи вшанували їх під час поховання? Це те, що не дає родичам спокою, – говорить Лорел Клегг, координатор МКЧХ з питань правосуддя у сфері міграції в Європі. – Ми зобов’язані забезпечити гідне поховання загиблих і дати сім’ям відповіді на їхні запитання».
Вона зазначила, що розшук загиблих залежить від добре налагодженої співпраці: правової бази для захисту невпізнаних осіб, послідовних розтинів, моргів, реєстрів, гідного транспортування і кладовищ.
Але ці системи є невідповідними, незважаючи на резолюцію Європарламенту. Досі відсутні загальні правила щодо того, яку інформацію слід збирати, і немає центрального місця для її зберігання. Політика спрямована на виявлення й затримання торговців людьми, а не з’ясування того, хто є їхніми жертвами.

У п’ятницю, 15 вересня, відбулася чергова передача тіл військовослужбовців, які віддали своє життя за Україну.
Про це повідомили у Координаційному штабі з питань поводження з військовополоненими.
Зазначається, що українській стороні вдалося повернути тіла 51 захисника.
«Передача тіл відбулася завдяки спільній роботі Координаційного штабу з питань поводження з військовополоненими, Управління цивільно-військового співробітництва Генштабу ЗСУ та Управління з питань осіб, зниклих безвісти за особливих обставин МВС», – зазначено у повідомленні.
У Координаційному штабі також зазначили, що загалом за два роки роботи вдалося репатріювати тіла 1832 українських військових.

В Україну повернули тіла 62 полеглих захисників.
Про це повідомив у телеграм-каналі уповноважений з питань осіб, зниклих безвісти за особливих обставин, Олег Котенко.
За його словами, відбулася передача тіл військовослужбовців, які віддали свої життя за Україну. Сьогодні вдалося повернути рідним тіла 62 захисників.
„Репатріація тіл з тимчасово окупованих територій України відбулася за сприяння Мінреінтеграції, Уповноваженого зі зниклих безвісти у співпраці з Об’єднаним центром при СБУ, ЦВС ЗСУ, іншими силовими структурами, відомствами та міжнародними організаціями”, – йдеться у повідомленні.
Процес повернення тіл загиблих українських військових триває. Він відбувається відповідно до норм Женевської конвенції.

Про це під час круглого столу заявив уповноважений з питань зниклих безвісти Олег Котенко.
За його словами, тіла ще чотирьох українських захисників мають повернути найближчими днями.

23 червня з окупованих територій України повернули тіла 51 українського військового, які загинули на війни з окупантами. Тепер полеглих захисників зможуть гідно поховати.
Про це повідомили у пресслужбі Мінреінтеграції.
“Відбулася репатріація тіл військовослужбовців, які віддали свої життя за Україну. Сьогодні (23 червня, — ред.) вдалося повернути додому тіла 51 оборонця. Репатріація тіл з тимчасово окупованих територій України відбулася за сприяння Мінреінтеграції, Уповноваженого зі зниклих безвісти у співпраці з Об’єднаним центром при СБУ, ЦВС ЗСУ, іншими силовими структурами, відомствами та міжнародними організаціями”, — кажуть у міністерстві.

З масового поховання в Ізюмі на Харківщині залишаються неідентифікованими 66 тіл.
Про це повідомив у Телеграмі відділ комунікації ГУ Нацполіції в Харківській області.
„На теперішній час з місця масового поховання в Ізюмі вилучено 449 тіл, ідентифікована переважна більшість осіб, залишаються неідентифікованими 66 осіб”, – розповіла заступниця начальника відділу розслідування злочинів, скоєних проти життя та здоров’я особи, Слідчого управління ГУНП в Харківській області Оксана Олійник.
Вона зазначила, що процес ідентифікації може бути прискорений, якщо всі родичі загиблих звернуться до поліції. Зокрема, 1 червня після відповідних звернень у місті знову працювала пересувна ДНК-лабораторія, зразки здали 12 громадян.

Правоохоронці виявили вісім тіл на околиці Канкуна, за декілька кілометрів від пляжу і готельної зони. За даними поліції, вони перебували там протягом кількох тижнів. У справі розпочато розслідування, встановлюються особи потерпілих.
Головний прокурор штату Кінтана-Роо Оскар Монтес де Ока заявив, що п’ять жертв були знайдені на покинутому будівельному майданчику, ще три тіла виявили на околиці поблизу аеропорту одного з курортів.
За оцінками правоохоронців, тіла доставили на це місце кілька тижнів тому. Особи постраждалих встановлюються.
У Мексиці загалом по всій країні вважаються зниклими безвісти понад 112 тисяч осіб.
Раніше цього місяця четверо чоловіків були вбиті під час суперечки щодо діяльності наркогруп у Канкуні. Жертв знайшли на березі моря.

У Бучі наразі залишаються неопізнаними 70 тіл людей, які були вбиті російськими загарбниками під час окупації міста.
Про це заявив керівник Бучанської окружної прокуратури Руслан Кравченко, повідомляє Укрінформ.
„На сьогоднішній день 70 тіл неопізнаних залишається”, – сказав він, уточнивши, що це стосується саме Бучі.
Очільник прокуратури пояснив, що особи не всіх загиблих громадян вдалося встановити після перших експертиз, тому органами прокуратури та досудового розслідування були призначені додаткові молекулярні генетичні експертизи.
Крім того, Кравченко зазначив, що шукали родичів загиблих, щоб взяти зразки генетичного матеріалу для проведення експертиз.
Водночас керівник окружної прокуратури нагадав, що загалом у Бучанському районі встановлено, ідентифіковано та зібрано докази щодо 97 воєнних злочинців РФ. 35 кримінальних проваджень відправлено до суду, двоє осіб вже засуджено.
