Tovább fokozódik a feszültség a dél-franciaországi Nimes városában. A helyi önkormányzat hétfőtől ideiglenes kijárási tilalmat vezet be a 16 éven aluliak számára, miután egymást érik a lövöldözések és a bandák közötti leszámolások.
Az intézkedés este 9 órától reggel 6-ig lesz érvényben két héten át, a kisváros veszélyeztetett kerületeiben. A kijárási tilalom azonban szükség esetén meghosszabbítható – jelezte közleményében az önkormányzat, amely szerint a cél a kísérő nélküli kiskorúak védelme, valamint annak megelőzése, hogy erőszakos közegbe kerüljenek. A döntés közvetlen előzménye a Pissevin nevű negyedben történt csütörtöki lövöldözés, amely szerencsére nem követelt áldozatokat, ám golyó ütötte nyomokat találtak egy liftajtón és egy épület falán.
A nimes-i hatóságok szerint a döntésre a „lövöldözések, leszámolások és bandák közötti feszültségek” sorozata miatt volt szükség. Június vége óta több véres incidens is történt a város Valdegour, Mas de Mingue és Pissevin negyedeiben, amelyek közül több esetben is kiskorúak voltak az áldozatok. Június 27-én hat ember – köztük négy kiskorú – sérült meg egy nappali lövöldözésben, majd július 10-én újabb halálos támadás rázta meg a Mas de Mingue negyedet.
Az erőszak spirálja múlt kedden tetőzött, amikor egy 19 éves férfi részben megégett holttestét találták meg Nimes környékén – az ügyészség szerint ez a gyilkosság is kapcsolatban áll a városban elharapózó bűnözéssel.
A helyzet annyira súlyossá vált, hogy Jean-Paul Fournier polgármester már kábítószerterroristák fegyveres akcióiról beszélt, hozzátéve: ezek a félelem és a terror légkörét teremtették meg a városban. A rendőrség szerint a térségben alkalmazott módszerek egyre inkább emlékeztetnek Marseille gyakorlatára, ahol kábítószerbandák gyakran toboroznak kiszolgáltatott helyzetű kiskorúakat más régiókból dílernek.
Megerősítik a rendőri jelenlétet
A Gard megyei prefektus, Jérome Bonet jelezte: a kijárási tilalom mellett további rohamrendőröket is vezényelnek a leginkább érintett kerületekbe. Ezek a rendfenntartók az országos közszolgáltatások képviselőinek rendelkezésére állnak majd, hogy biztosítani tudják a közintézmények – köztük a tűzoltóság, a posta és az önkormányzat – működését.
Pénteken egyeztetést is tartottak a prefektus vezetésével, amelyen részt vett a város, az agglomeráció, valamint a közintézmények több képviselője.
A megbeszélés célja az volt, hogy közös biztonsági protokollokat dolgozzanak ki a veszélyeztetett kerületekben működő hivatalok számára. A kijárási tilalom tehát nem csupán egy rendkívüli intézkedés, hanem egy komplexebb biztonsági stratégia része, amelynek célja, hogy visszaszorítsák a bandák által gerjesztett erőszakot, és megóvják a legkiszolgáltatottabbakat – a gyermekeket – a további tragédiáktól.

Mexikóban hétfőn ismét megmutatkozott a kartellek közti erőszak súlyos valósága. Culiacánban, Sinaloa állam fővárosában lefejezett holttesteket találtak egy autópálya hídjáról lelógatva. A hatóságok szerint ez a brutális eset egy olyan mészárlássorozat része, amely kevesebb, mint 24 óra alatt közel 20 ember életét követelte.
Culiacán a Sinaloa kartell két rivális frakciója, a Los Chapitos és a La Mayiza közötti kegyetlen hatalmi harc központjává vált. A tavaly kirobbant belső konfliktus óta a várost állandó félelem és erőszak jellemzi. Az utcákon gyakran hevernek holttestek, házak falait golyónyomok tarkítják, sok üzlet zárva tart, az iskolák pedig rendszeresen bezárnak az erőszakhullámok idején. A főbb utcákon álarcos, motoros bandatagok járőröznek, rettegésben tartva a lakosságot.
A Sinaloa állami ügyészség hétfőn megerősítette, hogy a városból kivezető autópálya hídján négy holttestet találtak lelógatva, fejük külön, egy műanyag zacskóba csomagolva hevert a közelben.
Ugyanezen az autópályán egy fehér furgonban további 16 lelőtt férfi holttestére bukkantak, egyik áldozatnak szintén levágták a fejét – írja a The Guardian.
A hatóságok szerint a tetemek mellett egy üzenetet is hátrahagytak, amely valószínűleg az egyik kartellfrakció fenyegetése, de a pontos tartalmát nem hozták nyilvánosságra.
Feliciano Castro, Sinaloa állam kormányszóvivője elítélte az öldöklést, és kijelentette, hogy a hatóságoknak újra kell gondolniuk a szervezett bűnözés elleni stratégiájukat, tekintettel az erőszak „mértékére”. „A katonai és rendőri erők közösen dolgoznak a teljes béke helyreállításán Sinaloában” – mondta Castro.
A nyugat-mexikói állam lakosságának többsége azonban úgy látja, hogy a hatóságok elvesztették az ellenőrzést az erőszak felett.

Őrizetbe vettek egy fiatalkorút a svédországi Uppsala központjában történt hármas gyilkosság kapcsán. A keddi lövöldözést követően a rendőrség széles körű hajtóvadászatot indított, majd szerdán megerősítette, hogy a feltételezett elkövető még nem töltötte be a 18. életévét, a Sky News beszámolója szerint 16 éves.
A svéd rendőrség szerdán közölte, hogy őrizetbe vettek egy fiatalkorút az uppsalai fodrászszalonban elkövetett hármas gyilkosság kapcsán. A lövöldözés, amely három fiatal életét követelte, kedden rázta meg a várost – a gyanúsított ezt követően robogón menekült el a helyszínről – számolt be a hirado.hu.
Erik Akerlund regionális rendőrfőnök egy sajtótájékoztatón megerősítette: az elfogott személy még nem töltötte be a 18. életévét – írja a BBC. Az áldozatok 15 és 20 év közötti fiatalok voltak, bár pontos személyazonosságukat még nem véglegesítették.
A nyomozás jelenlegi állása szerint a gyilkosság összefügghet Svédországot sújtó bandaháborúkkal.
A svéd sajtó úgy értesült, hogy az egyik áldozat ismert volt a rendőrség számára, mivel korábban felmerült a neve egy olyan ügyben, amely egy ismert bűnbanda – a hírhedt Ismail Abdo által vezetett csoport – családtagja elleni tervezett támadáshoz kapcsolódott, de a vádakat ejtették ellene.
Az országban azonban újabb bandaháborúk okozta erőszakhullám kezdődött, miután tavaly meggyilkolták Ismail Abdo édesanyját a saját otthonában, szintén Uppsalában.
A svéd társadalmat így egyre inkább aggasztja a fiatalkorúak növekvő részvétele a szervezett bűnözésben. Az állam válaszul jogszabály-módosítást javasol, amely lehetővé tenné már a 15 év alatti gyermekek lehallgatását is – akár konkrét bizonyíték hiányában. Gunnar Strömmer igazságügyi miniszter szerint ezek az intézkedések szükségesek ahhoz, hogy megakadályozzák a gyerekek toborzását a bűnbandák soraiba.
A kedd esti támadás árnyékot vetett az Uppsala városában tartandó Valborg tavaszünnepre is, amelyet minden évben nagyszabású hallgatói rendezvények, piknikek és máglyagyújtás kísér. A rendőrség megerősítette jelenlétét a városban, de arra figyelmeztetett:
semmi nem garantálja, hogy ne történhessen újabb erőszakos cselekmény.

Franciaország nyugati részén, Poitiers-ben egy kábítószer-kereskedelemmel kapcsolatos lövöldözés csütörtök este verekedéssé fajult, amelyben akár hatszázan is részt vehettek a francia hatóságok közlése alapján. Az incidensben öten súlyosan megsérültek, egyikük egy 15 éves fiú, akit kritikus állapotban szállítottak kórházba − írta meg a BBC.
Bruno Retailleau francia belügyminiszter az incidenst az országban elharapózó, kábítószerrel kapcsolatos erőszak riasztó jelének nevezte. Az elmúlt héten Rennes-ben történt hasonló eset, amelyben egy ötéves fiú halt meg.
„Ezek a lövöldözések nem Dél-Amerikában történnek, hanem Rennes-ben, Poitiers-ben, Nyugat-Franciaországban” − mondta Bruno Retailleau a BFMTV televíziónak.
„Fordulóponthoz érkeztünk, és ma az általános mozgósítás vagy az ország mexikanizálódása között kell választanunk” − nyilatkozta a belügyminiszter, utalva a Mexikóban drogkartellek által elkövetett erőszakra. Poitiers polgármestere „a környék számára elfogadhatatlan erőszak újabb epizódjának” nevezte a történteket.
Egy arra járó autóból lövések dördültek el, amelyek több fiatalt megsebesítettek – közölte a francia rendőrség, megjegyezve, hogy ez válthatta ki a rivális csoportok közti bandaháborút. Ebben a küzdelemben vehetett részt 4-600 ember Bruno Retailleau szerint.
A tervek szerint pénteken Rennes-be látogatott volna az október 26-i lövöldözés után, amelyben egy autóban ülő ötéves kisfiút lőttek fejbe. A hatóságok megerősítették, hogy az a lövöldözés is drogbandák közötti leszámolás volt.
A franciaországi kábítószer-kereskedelem központjának régóta a déli kikötőváros, Marseille számít, ahol az év eleje óta legalább 17, kábítószerrel kapcsolatos gyilkosságról számoltak be. Szakértők szerint azonban a franciaországi kábítószer-kereskedelem befolyása az elmúlt években vidéki településekre is kiterjedt.

Július óta több száz mexikói volt kénytelen menedéket keresni a szomszédos Guatemalában a drogkartellek „kényszertoborzása” miatt – jelentette ki pénteken a mexikói külügyminiszter.
Alicia Barcena sajtótájékoztatóján kijelentette, hogy az ország legdélibb államában, Chiapasban található Amatenango városából július 23-a óta mintegy négyszáz ember menekült el. Ezeknek az embereknek a mintegy fele még mindig a guatemalai Cuilco településen tartózkodik.
Elmondása szerint a helyi családokat az aggasztja a legjobban, hogy a bűnözői csoportok elkezdtek fiatalokat toborozni. Hozzátette, ezek az erőszakos toborzási kísérletek a két fegyveres banda közötti „folyamatos összecsapások” keretében történtek.
Chiapas államban a Jalisco Nueva Generación és a Sinaloa kartell, Mexikó két legnagyobb bűnszövetkezete közötti rivalizálás miatt fokozódott az erőszak. Június végén legalább 19 ember vesztette életét ebben az államban a kartellek közötti összecsapások során.
A kartellekkel kapcsolatos erőszaknak Mexikóban 2006 óta mintegy 450 ezer halottja és több mint százezer eltűntje van.
Tizennyolc éve Felipe Calderon akkori mexikói elnök (2006–2012) a hadsereget vetette be a kábítószer-kereskedelem leküzdése érdekében.
Júniusban a mexikói hatóságok több mint négyezer embert helyeztek el, akik a La Concordiától mintegy száz kilométerre északra fekvő Tula városból menekültek el a szervezett bűnözéssel összefüggő, többnapos erőszakos cselekmények miatt.
Az elmúlt időszakban nem ez volt az egyetlen véres leszámolás mexikói drogkartellek között, ugyanis május közepén irtózatos mészárlást végeztek drogbandák. Akkor tizenegyen haltak meg ugyancsak Chiapas államban egy heves lövöldözésben.

Öt megégett holttestet talált a rendőrség Mexikóban, miután két helyi drogbanda között összetűzés tört ki. A rendőrség jelenleg nyomozást folytat a mészárlás ügyében.
Fotó: AP Csütörtökön jelentették a rendőrségnek, hogy a Familia Michoacana drogkartell drónokkal és fegyveresekkel támadást hajtott végre Guerrero Államban.
A támadás több halálos áldozatot követelt, és legalább hat ember megsebesült – közölte szombaton egy helyi emberi jogi csoport.
A helyi média arról számolt be, hogy legkevesebb 30 ember halt meg a támadás következtében.
A hatóságok közölték, hogy az öt holttestet egy kiégett járműre halmozva találták meg pénteken Buenavista de los Hurtadóban.
A közösségi médiában terjedő felvételeken az látható, amint katonai ruhába öltözött, erősen felfegyverzett férfiak egy piros, golyó ütötte kisteherautó hátuljára halmoznak fel holttesteket. Az áldozatnak hiányoznak a végtagjai, vagy a feje, némelyiken pedig nincs ruha.
A Minerva Bello Központ emberi jogi szervezet igazgatója elmondta, hogy a támadás után mintegy 80 helyi lakos kényszerült elhagyni otthonát, a közösség több tagja pedig eltűntként van nyilvántartva.
Guerrero állam szóvivője szerint a bizonyítékok arra utalnak, hogy a Familia Michoacana tagjai a Los Tlacos nevű rivális csoportot támadták meg, nem pedig a közösséget – írja az ABC News.
A rendőrség egyelőre vizsgálja ezeket a felvételeket.
A nyomozók szerint a falusiak elutasították a DNS-minták átadását, amelyek lehetővé tennék a maradványok azonosítását és a nyomozás előrehaladását – írja a Sky News.

A haiti fővárosban, Port-au-Prince-ben kiürítettek egy kórházat a bandaháborúk miatt.
Az intézmény igazgatója szerint több mint 100 beteget kellett elszállítani a Fontaine Kórházi Központból. Az áthelyezett betegek között gyermekek is voltak.
A kórház Cite Soleil nagy nyomornegyedében található, ahol az elmúlt napokban zavargások voltak egy bandavezér halálát követően.
A kórházigazgató úgy fogalmazott: a bandaháború a kórház környékén zajlik. A kórház körüli házakat felgyújtották, így sokan menekülésre kényszerültek. Volt, aki a hatóságok segítségét kérte ehhez, köztük egy nő, aki egy nappal korábban császármetszéssel szült. A kórház vezetője azt mondta: „Mindenkit sikerült biztonságba helyeznünk.”
A bandaháború után nagyon gyorsan történt minden, néhány óra alatt került veszélybe a kórház. A befolyásos bandavezért, Iskar Andrice-t megölték Cite Soleilben, ezután kezdődtek a zavargások és az erőszakos cselekmények.
Haitiben egyre több problémát okoznak a törvénytelenségek. A bandák egyre inkább átvették az irányítást Port-au-Prince-ben azóta, hogy az ország elnökének 2021-es meggyilkolása politikai válságba sodorta az országot.
Az ENSZ legfrissebb adatai szerint több ezer haiti lakos menekült el otthonából, több mint 2400-an pedig meghaltak.
Kenya közölte, hogy 1000 rendőrt küld Haitire, hogy segítsen helyreállítani a rendet. Ezt a lépést az ENSZ is támogatta.

A helyzet odáig fajult, hogy a svéd kormány már a hadsereg segítségét kéri. A Svédország déli részén található Helsingborgban pedig helyi aktivisták próbálnak tenni az ellen, hogy a bűnbandák még több fiatalt szervezzenek be. A Deutsche Welle riportja.
Ulf Kristersson svéd miniszterelnök szeptember végén arról beszélt, hogy a rendőrség „nem képes egyedül elvégezni az összes feladatot”. A hadsereg bevonása a bűnüldözésbe nagyon szokatlan lépésnek minősül Svédországban.
„Nem tudom eléggé hangsúlyozni, mennyire komoly a helyzet. Svédország még soha nem látott ehhez hasonlót, de egyetlen más európai országban sem látni ilyet” – mondta tévébeszédében Ulf Kristersson. Így folytatta a Financial Times tudósítása szerint: „idáig vezetett minket a politikai naivitás és a tanácstalanság.
