Száznyolcvanezer embernek kellett elhagynia otthonát Kubában, tartva attól, hogy az Elsa névre keresztelt trópusi vihar áradásokat és földcsuszamlásokat fog okozni, miután már végigsöpört több karibi szigeten, komoly károkat és legalább három ember halálát okozva.
Floridában a közelgő vihar miatt felrobbantják a múlt héten részben összedőlt tizenkét szintes ház épen maradt részét.
A vihar helyi idő szerint vasárnap érte el Kuba keleti partvidékét óránkénti 95 kilométeres széllökések és heves esőzések kíséretében, és két nap alatt megy keresztül a szigetországon. A kormány még a vihar érkezése előtt menedékhelyeket nyitott az evakuáltaknak, és intézkedéseket hozott, hogy megvédje a cukornád- és kakaóültetvényeket. A kitelepítettek egy része a rokonaiknál keresett menedéket, a hegyvidéken lakók közül pedig több százan a természet alkotta barlangokban bújtak meg.
Helyi idő szerint szombat reggelig az Elsa még egyes fokozatú hurrikán volt, de gyengült, ezért lefokozták trópusi viharrá. Komoly károkat okozott több karibi szigeten. Haitin a mezőgazdaság sínylette meg, Jamaica fővárosában, Kingstonban több utca került víz alá. Barbadoson okozott a legnagyobb pusztítást, ott 62 ház teljesen romba dőlt.
A Kis-Antillák szigetcsoporthoz tartozó Saint Lucia szigetén egy, a Dominikai Köztársaságban pedig két ember halálát hozzák összefüggésben a viharral.
Kuba után a vihar kedden vagy szerdán lecsap Floridára, ahol 15 megyében már rendkívüli állapotot hirdettek, köztük Miami-Dade megyében. ahol tizenegy nappal ezelőtt romba dőlt egy tizenkét szintes társasház egy része. A hatóságok úgy döntöttek, hogy még az Elsa érkezése előtt robbantással lebontják a Miami egyik óceánparti negyedében, Surfside-ban lévő ház épen maradt részét, és csak utána folytatják a kutatást az áldozatok után, illetve a romok eltakarítását. Eddig 24 halálos áldozatról és 121 eltűntről tudnak a hatóságok.
