Olaszország két legnagyobb szakszervezetének dolgozói 8 órás általános sztrájkot hirdettek csütörtökön, hogy így tiltakozzanak a kormány új gazdaság- és fiskális politikája ellen, néhány nappal azelőtt, hogy a parlament elfogadja a jövő évi költségvetési törvényt.
A két nagy szakszervezet, a CGIL (Olasz Általános Munkás Konföderáció) és az UIL (Olasz Munkaügyi Unió) a „nem kielégítő” költségvetési tervre válaszul döntöttek a demonstráció mellett, Milánóban, Bariban, Cagliariban, Palermóban és Rómában.
A harmadik nagy szakszervezet, a CISL (Olasz Munkás Szakszervezetek Konföderációja) nem vett részt a tüntetésen, mivel ellenzi azokat a kezdeményezéseket, amelyek fokozhatják a társadalmi feszültségeket a Covid-19 világjárvány közepette.
Az általános sztrájk az első nagyobb fellépés Mario Draghi miniszterelnökkel szemben, azóta, hogy az Európai Központi Bank korábbi vezetője februárban átvette a kormányt.
Szakértők szerint azonban a strukturális reformok bevezetése elengedhetetlen (akárcsak Madrid esetében) lévén, hogy csak így juthatnak hozzá az Európai Uniót világjárvány utáni felépülést segítő támogatásához. A megállapodás alapján Róma nyerte el a legnagyobb összeget: 68,9 milliárd euró támogatást kap a helyreállítási alapból, továbbá legfeljebb 122,6 milliárd euró hitelt vehet igénybe az Helyreállítási és Ellenállóképességi Eszköz (RRF) keretében.
A CGIL és az UIL – amely szervezetek összesen több mint 7,5 millió tagot számlálnak – szerint a költségvetés tervezete „nem kielégítő”.
Fő kifogásuk az a 8 milliárd euróra tervezett adócsökkentés, amely szerintük leginkább a magasabb keresetűeknek kedvez: az évi 28-55 ezer eurót keresők részesülnek adókulcs csökkentésben.
A szakszervezetek szerint a kormány viszont nem fordít elég figyelmet azokra, akiket leginkább érintettek a Covid-19 világjárvány gazdasági következményei. Ezentúl tiltakoztak a nyugdíjreformokkal, az iparpolitikával, és a munkaszerződésekkel kapcsolatban.
Pierpaolo Bombardieri, UIL főtitkár a Financial Timesnak adott interjújában csütörtökön elmondta, hogy úgy tűnik, a kormány a politikai kompromisszumot helyezte előtérbe a társadalmi követelésekkel szemben.
Bombardieri szerint az adócsökkentések helyett az európai viszonylatban a legmagasabbaknak számító munkaerő-költségek csökkentésére kellett volna összpontosítaniuk, nem pedig a személyi jövedelemadók redukálására.
„A növekvő infláció mellett a munkaerő költségének kezelése növelte volna a reálbéreket” – ismertette a főtitkár. (Novemberben éves alapon 3,7 százalék volt az infláció, legmagasabb 2008 óta.)
A sztrájk hírére reagálva kedden a kormány bejelentette, hogy 300 millió eurót különítenek el az alacsonyabb jövedelmű családok részére, a növekvő energiaköltségek ellensúlyozására. Illetve jövő hét hétfőre kitűzték a szakszervezeti vezetők és a kormánytagok találkozóját, ahol megvitatják a nyugdíjreformot, az érdekütközés egyik legsarkallatosabb pontját.
