Antonio Guterres, az ENSZ főtitkára New Yorkban szólalt fel Putyin döntése kapcsán, miszerint magas készültségbe helyezi az orosz nukleáris erőket, melynek kapcsán kijelentette, a nukleáris konfliktus egykor még elképzelhetetlen volt, és riasztó, hogy ismét a lehetőségek közé került a konfliktus megoldása kapcsán.
Az ENSZ főtitkára aggodalmának adott hangot az orosz elnök döntése kapcsán és kijelentette, az ENSZ további 40 millió dollárt különít el a Központi Sürgősségi Alapból az Ukrajnának nyújtott humanitárius segélyek további növelésére.
Úgy fogalmazott, ezek a pénzeszközök segítséget nyújthatnak abban, hogy a létfontosságú élelmiszer-, víz-, gyógyszer- és egyéb készleteket eljuttassák a háború sújtotta országba, valamint készpénzes támogatást biztosítsanak az Ukrajnából menekülő civilek számára.
