Після того, як Росія наклала вето на резолюцію щодо моніторингу санкцій на постачання зброї, десяток країн сформували нову політичну групу для моніторингу та стримування військової діяльності Північної Кореї.
Для перевірки загроз, пов’язаних із програмою Пхеньяна з розробки балістичних ракет і зброї масового знищення, дванадцять країн – США, Австралія, Канада, Франція, Німеччина, Італія, Нідерланди, Нова Зеландія, Нова Зеландія, Південна Корея, Франція, Німеччина, Японія – представили в середу новий план контролю над розробкою Північною Кореєю ядерної зброї.
У березні минулого року Росія наклала вето, що унеможливлює групам ООН контролювати Північну Корею. Тому не дивно, що в неділю міністр закордонних справ Північної Кореї назвав нове угруповання «незаконним і нелегітимним». Чи Сон Хуй також попередив, що країни, які беруть участь у групі, заплатять високу ціну. Міністр заявив, що створення групи також є запереченням Статуту ООН.
«Я висловлюю своє глибоке занепокоєння і жаль з приводу звичної поведінки США: їхнього довільного нехтування міжнародним порядком у гонитві за власними гегемоністськими інтересами. Я засуджую і відкидаю це як виклик міжнародному правосуддю і найбільш кричуще порушення суверенітету Північної Кореї», – заявив міністр.

«Наша мета – імплементація санкцій ООН»
«Наша мета – продовжити попередню програму, розпочату Радою Безпеки. Цей шлях був заблокований російським вето», – заявив нещодавно на пресконференції в Сеулі заступник держсекретаря США Курт Кемпбелл.
«Метою механізму є повне виконання санкцій ООН проти Північної Кореї шляхом оприлюднення інформації, отриманої в результаті ретельного розслідування порушень і спроб обійти санкції», – пояснюється в доповіді, оприлюдненій Державним департаментом США.
Підвищена тривога
Міжнародна спільнота перебуває у стані підвищеної готовності, оскільки Пхеньян готує і проводить дедалі потужніші військові операції протягом останніх місяців. У середу Північна Корея оголосила, що назавжди заблокує свій кордон із Південною Кореєю, щоб протистояти тому, що південнокорейські та американські війська в минулому називали «конфронтаційною істерією». Пхеньян зруйнував ділянки доріг, що з’єднують дві країни. Ця акція стала відповіддю на ймовірне відправлення Сеулом безпілотників над північнокорейською столицею для поширення пропагандистських повідомлень, спрямованих проти Кім Чен Ина. Влада Південної Кореї заперечує ці звинувачення.
В останні кілька днів настороженість щодо Пхеньяна зростає, наприклад, через те, що українські джерела повідомили – тисячі північнокорейських солдатів були відправлені до Росії для участі в російсько-українських бойових діях. Якщо ця інформація підтвердиться, це буде першим випадком участі країни в іноземній війні. І це, ймовірно, матиме серйозні наслідки у світовій політиці.

Чоловік із КНДР успішно перетнув демілітаризовану заміновану зону між двома Кореями, що посилено охороняється, і пішки перейшов на територію Південної Кореї, повідомили південнокорейські військові.
Після закінчення війни між двома Кореями десятки тисяч північнокорейців утекли на південь. Майже всі вони вибралися з країни через Китай, лише небагатьом вдалося перетнути міжкорейський кордон.
За словами військових з Південної Кореї, наразі влада вивчає справу чоловіка, який прибув з КНДР, щоб з’ясувати, як він зміг перейти кордон та причини його втечі.
Згідно з даними південнокорейського інформагентства Yonhap, згаданий громадянин був посадовцем північнокорейської армії, і йому допомогли південнокорейські військові. За інформацією ЗМІ, утікач був одягнений у військову форму Північної Кореї.
Це вже другий випадок успішної втечі з Північної Кореї в Південну за останні два тижні. На початку серпня чоловік перетнув морський кордон між двома країнами, який також суворо контролюється.
Кількість утікачів з КНДР значно зменшилася після 2020 року, коли Пхеньян надійно закрив свою ділянку кордону з Китаєм через епідемію коронавірусу й відкрив її лише минулого року.

За повідомленням Al Jazeera, Північна Корея цього разу оголосила про випробування нової твердопаливної ракети з гіперзвуковою боєголовкою. Новий заборонений запуск відбувся в неділю в другій половині дня, коли міністр закордонних справ цієї країни Чон-Сун Хуй їхав до Москви.
Тим часом, уряд США, а також інші країни висловили масове занепокоєння після того, коли було фактично виявлено, що Пхеньян продає зброю росії в обмін на російські технологічні ноу-хау, які росіяни використовують в Україні.
Недільний запуск, який був помічений сусідніми Японією і Південною Кореєю, був призначений для перевірки надійності нових багатоступеневих твердопаливних двигунів високої тяги і гіперзвукової маневреної керованої боєголовки середнього радіусу дії, згідно з державним агентством KCNA.

Північна Корея в неділю запустила неідентифіковану балістичну ракету, заявили японська берегова охорона і південнокорейські військові.
Ракета була запущена в море біля східного узбережжя Північної Кореї, повідомив південнокорейський Об’єднаний комітет начальників штабів. Жодних інших подробиць наразі не оприлюднено.
Запуск відбувся після того, як офіційні особи в Сеулі й Токіо попередили, що ядерна Північна Корея готується до ракетних випробувань, зокрема розгортання однієї з найбільш дальніх міжконтинентальних балістичних ракет (МБР).

Супутникові знімки, оприлюднені Північною Кореєю 21 листопада, зафіксували зображення американського авіаносця, пришвартованого в південнокорейському порту, та американських військових об’єктів на Гаваях.
Північнокорейське інформаційне агентство KCNA в суботу повідомило, що лідер Північної Кореї Кім Чен Ин удруге за кілька днів відвідав центр управління супутниками Національного управління з аеронавтики, щоб переглянути фотографії американського атомного авіаносця Carl Vinson, який базується в Пусані (Південна Корея), та військових баз США на Гавайських островах.
За повідомленням KCNA, у суботу Кім Чен Ин відвідав північнокорейський космічний центр, де йому показали знімки нещодавніх «важливих цілей над ворожими територіями». Деякі з цих фото були зроблені над територією Південної Кореї, зокрема атомного авіаносця ВМС США USS Carl Vinson, який з 21 листопада пришвартований у військовому порту Пусана.
За даними агентства, супутник пролетів також над Гавайськими островами, де сфотографував військово-морську базу Перл-Харбор та військово-повітряну базу Хікам.
Північна Корея вивела супутник на орбіту 21 листопада. До цього Пхеньян безуспішно намагався запустити його в травні та серпні.

Зазначається, що хакери, які здійснили атаку, були пов’язані з північнокорейським угрупованням „Kimsuky”. Зловмисники здійснили свій злом через електронні листи південнокорейським підрядникам, які працюють у центрі моделювання військових навчань Південної Кореї та США, йдеться у заяві поліцейського агентства провінції Кьонгі-Намбу.
„Було підтверджено, що військова інформація не була викрадена”, – йдеться в недільній заяві поліції.

Однак Північна Корея заперечувала свою причетність до кібератак.
Додається, що хакери з „Kimsuky” давно використовують „фішингові” електронні листи, які обманом змушують жертв повідомляти паролі або натискати на вкладення чи посилання, які завантажують шкідливе програмне забезпечення.
Південнокорейські та американські війська в понеділок розпочнуть 11-денні літні навчання Ulchi Freedom Guardian, покликані поліпшити їхню здатність реагувати на зростаючі ядерні та ракетні загрози з боку Північної Кореї.

Південнокорейський засновник блокчейн-компанії Terraform До Квон, відомий як «криптокороль», та його партнер Хон Чун Джун, який відповідає за фінанси компанії, обвинувачені в Чорногорії в підробці офіційних документів, вийшли на свободу після внесення застави в розмірі 400 000 євро кожен, повідомив у п’ятницю суд у Подгориці.
Було прийнято рішення встановити за обома чоловіками постійний нагляд і заборонити їм покидати надану квартиру. У разі втечі або самовільного залишення місця проживання застава буде скасована.
Підсудні пообіцяли виконувати цей припис і з’являтися до суду в разі необхідності.
Як зазначили в суді, можливість втратити таку високу заставу є стримувальним фактором, щоб правопорушники і не думали про втечу.
Прокуратура, яка була проти звільнення підсудних під заставу, заявила, що немає жодних гарантій того, що підозрювані залишаться в Чорногорії, повідомило громадське телебачення.
До Квон і Хон Чан Джун були затримані в аеропорту Подгориці 23 березня перед їхнім вильотом до Дубаю приватним рейсом. Обидва чоловіки мали при собі фальшиві документи.
Міністр юстиції Чорногорії Марко Ковач раніше оголосив, що Південна Корея та США звернулися з проханням про екстрадицію До Квона, але не повідомив, кому саме Подгориця видасть чоловіка, який перебуває також у червоному списку Інтерполу й розшукується в Південній Кореї, США та Сінгапурі за підозрою у фінансовому і податковому шахрайстві.
Однак міністр зазначив, що процес екстрадиції буде враховувати громадянство заарештованого, тяжкість злочинів, місце, де вони були скоєні, і те, хто першим звернувся з проханням про видачу правопорушника.
Оскільки в Чорногорії До Квона звинувачують у підробці державних документів, його зможуть екстрадувати лише після того, як він буде засуджений і відбуде покарання.
Підробка державних документів, за чорногорським законодавством, карається тюремним ув’язненням на строк від трьох місяців до п’яти років. Блокчейн До Квона обвалився минулого року, внаслідок чого криптовалюти компанії terraf і luna втратили вартість, а інвестори – понад 40 мільярдів доларів.
У жовтні минулого року «криптокороль» заявив про свою невинуватість і назвав звинувачення проти нього політично вмотивованими. Раніше в кількох повідомленнях у твіттері До Квон також підкреслив, що він «зовсім не в бігах», але відмовився розкрити своє місцезнаходження з «міркувань безпеки».
