A Guillermo Lasso államfő által elrendelt rendkívüli jogrend hatálya egyelőre 60 napra szól. Az intézkedés meghozatalát követően 2700 katona és rendőr hatolt be a rossz közbiztonságáról ismert Guayaquil városának egyik fegyintézetébe, és „irányított robbantások segítségével” visszaszerezte az ellenőrzést három cellablokk felett.
Az ország egyik legveszélyesebbnek tekintett büntetés-végrehajtási intézetében szombat óta összecsapások voltak bűnszervezetek bebörtönzött tagjai között. A rabok lőfegyvereket is használtak, illetve gázpalackok felrobbantásával tüzeket idéztek elő.
Az ügyészség a korábban Twitter néven ismert X közösségi platformon bejelentette: a 18 halott rab mellett tíz sebesültről tudnak, akik között egy rendőr is van.
Más börtönökben a fegyencek csaknem száz őrt ejtettek túszul, egyes helyeken pedig – magyarázat nélkül – éhségsztrájkba kezdtek.
Guillermo Lasso szükségállapotot vezetett be Manabí és Los Ríos tartományokban is, valamint Durán városában, ahol vasárnap meggyilkolták Agustín Intriago polgármestert.
Ecuador Latin-Amerika egyik legveszélyesebb országának számít. Guillermo Lasso áprilisban már szükségállapotot léptetett életbe az ország három régiójában, köztük Guayaquilban.
A mostani erőszakhullám az augusztusra kitűzött elnökválasztás kampánya során kezdődött. A jelöltek közül többen az ország börtönrendszerének reformját ígérik.

Olaszország fél évi országos szükségállapotot hirdetett ki, miután a húsvéti ünnepek alatt jelentősen megugrott az illegális bevándorlók száma – jelentette be kedden Nello Musumeci polgári védelmi miniszter.
A tájékoztatás szerint első körben ötmillió euró forrást szabadítanak fel az intézkedések finanszírozására.
„Tudatában vagyunk annak, mennyire komoly a migrációs jelenség, amely az idén mintegy háromszáz százalékkal nőtt. Világossá kell tenni, hogy a szükségállapot nem fogja megoldani a problémát, mert annak rendezéséhez az Európai Unió tudatos és felelősségteljes beavatkozására van szükség” – hangoztatta a tárcavezető.
A rendkívüli jogrend egyebek között az új befogadóközpontok létesítéséhez szükséges eljárások megkönnyítését szolgálja. „Az állami intézményrendszert teljesen leterhelő szükségállapotot élünk meg. A délolasz régiók önmagukban nem képesek megbirkózni ezzel a vészhelyzettel” – húzta alá Musumeci.
„Döntő jelentősége van, hogy Európa végre cselekedjen: éveken át csak beszélt, de egy ujját sem mozdította, elérkezett azonban az ideje annak, hogy az EU bizonyítsa, valóban egy unió, és a migránsokkal való szolidaritás nemcsak Olaszország, Spanyolország, Görögország, illetve Málta feladata” – hangoztatta Matteo Salvini kormányfőhelyettes.
A húsvéti ünnepek alatt péntektől hétfőig mintegy kétezer migráns érte el Lampedusa szigetét több mint negyven bárka fedélzetén. Tunézia partjai előtt, illetve a máltai felségvizeken 38-an vesztették életüket hajótörésekben, 18 embert továbbra is eltűntként tartanak nyilván.
Lampedusa szigetén a befogadóközpont reménytelenül túlzsúfolt. A legfeljebb 400 ember elszállásolására szolgáló létesítményben jelenleg mintegy 1800 migráns tartózkodik.
Az olasz belügyminisztérium adatai szerint idén már több mint 28 ezer illegális bevándorló érte el Olaszország partjait. Ez több mint négyszerese a tavalyi év azonos időszakában regisztrált mintegy 6900 menedékkérőnek.

Közös ellenségünk van: a bűnözés, a kábítószerkereskedelem és a szervezett bűnözés – hangsúlyozta Lasso rádióban és televízióban is közvetített lakossági felhívásában. Az ország konzervatív elnöke tavaly már három alkalommal rendelt el szükségállapotot Guayaquilban, a Kolumbiával határos, tengerparti – kábítószerbűnözés sújtotta – Esmeraldas tartományban már március elején rendkívüli jogrendet vezettek be 60 napra.
Ecuador a világ két legnagyobb kokaintermelő országával, Kolumbiával és Peruval határos. A dél-amerikai állam időközben az Európába és az Egyesült Államokba irányuló kábítószercsempészet egyik csomópontjává vált. A legtöbb csempészügyletet Guayaquil kikötőjén keresztül bonyolítják.
Különböző bandák rivalizálnak egymással a kábítószerkereskedelem ellenőrzése végett. Mindemellett mexikói drogkartellek Ecuadorban mossák tisztára illegális ügyleteikből szerzett pénzüket. A bűnszervezetek tevékenységével az erőszak is elszabadult, a hatóságok adatai szerint a gyilkosságok száma a 2021 után 2022-re a százezer főre jutó 14 esetről 25-re emelkedett.

Dél-Afrika elnöke, Cyril Ramaphosa szükségállapotot hirdetett a hónapok óta húzódó energiaválság miatt.
A 60 milliós országban több hónapja csak a nap bizonyos időszakaiban juthatnak áramhoz a háztartások és a vállalatok, az év eleje óta sokszor napi 12 órán át szünetel az áramszolgáltatás.
Éves parlamenti beszédében Cyril Ramaphosa kijelentette: a katasztrófahelyzet kihirdetésére annak érdekében van szükség, hogy megfelelő intézkedéseket tudjanak tenni a válság leküzdésére. Hangoztatta azt is: meg kell akadályozni, hogy az energiaválság társadalmi válsággá szélesedjen. Az országban így is egyre többször tartanak tiltakozó akciókat a gazdasági nehézségek miatt.
A különleges jogrend kihirdetése egyebek között azt teszi lehetővé, hogy a kormány anyagi forrásokat szabadítson fel a válság megoldásának érdekében. Ramaphosa kijelentette, hogy az élelmiszer-ellátásban érintett ágazatokat az elsők között támogatják a pótlólagos forrásokból.
A kórházaknál és a víztisztításhoz szükséges létesítményeknél pedig arra törekszenek, hogy egyáltalán ne érintsék őket az áramkimaradások. Kineveznek egy energiaügyért felelős minisztert is – mondta az államfő.

A meteorológusok arra számítanak, hogy a helyzet tovább fog romlani, a térségben ugyanis még napokig 35 fok körüli hőség várható, és a szél is erős. A földi egységek mellett az oltásban jelenleg 63 légi jármű vesz részt, és hamarosan Brazíliából és Argentínából is segítség érkezhet.

Mintegy 800 turista ragadt Peru egyik legnépszerűbb idegenforgalmi látványossága, a Machu Picchu környékén, mivel a dél-amerikai országban felfüggesztették a vonatközlekedést. Az országban szerdán hirdettek ki szükségállapotot, miután a leváltott és letartóztatott elnök, Pedro Castillo hívei az utcára vonultak és országszerte úttorlaszokat állítottak fel az új elnök, Diana Boluarte ellen tiltakozva.
A megmozdulásoknak eddig nyolc halálos áldozata és 200 sérültje volt.
A hatóságok szerint a csaknem 800 különböző nemzetiségű turista azért ragadt a Machu Picchu környékén, mert az UNESCO által a világörökség részének nyilvánított ősi inka régészeti helyszín csak vasúton közelíthető meg a 110 kilométerre fekvő Cuscóból, a vonatok pedig kedd óta nem járnak.
Cuscóban hétfőn kezdődtek a demonstrációk. A vonatközlekedés a helyi őslakos és mezőgazdasági szervezetek felszólítására kedden meghirdetett határozatlan idejű sztrájk miatt bénult meg. Darwin Baca, Cusco polgármestere humanitárius segítséget kért a kormánytól, hogy helikopterekkel lehessen evakuálni a többek között az Egyesült Államokból, Mexikóból és Spanyolországból érkezett turistákat.

Április óta több mint 17 ezer menedékkérő érkezett buszokkal New Yorkba elsősorban Texasból. Eric Adams, a város polgármestere szerint a sok menekült érkezése humanitárius válságot okozott a városban, emiatt pedig szükségállapotot hirdetett – írja az AlJazeera.
A demokrata politikus szerint ebben az évben több mint egymilliárd dollárt fordítanak a menekültek lakhatására, egészségügyi ellátására és más segítségnyújtásra, ez pedig kimerítette a város erőforrásait. Nem ő az első, akinek hozzá kell nyúlnia a város tartalékaihoz: egy hónappal ezelőtt Muriel Bowser, Washington polgármestere is közegészségügyi vészhelyzetet hirdetett, hogy felszabadítson tízmillió dollárt a menekültek ellátására.
Adams szerint a dél-amerikai erőszakhullám és instabilitás miatt indultak útnak ennyien az Egyesült Államok felé. A legtöbben Venezuelából, Kubából, vagy Nicaraguából indulnak útnak. A menekülteket Texasból buszoztatják New Yorkig, majd leszállás után semmilyen további segítséget nem adnak nekik – mondta a polgármester. Szükségállapotot rendelt el Srí Lankán a szigetország ügyvezető elnöke hétfőn, a hetek óta húzódó belpolitikai válság és tüntetések közepette.
Közleményében Ranil Vikremeszinghe a döntést a közbiztonság és a közrend védelmével, valamint az alapvető szolgáltatások biztosításának fenntartásával indokolta.
A múlt héten az előző elnök, Gotabaja Radzsapaksza elmenekült hazájából, miután tüntetők megrohamozták rezidenciáját, és rossz gazdálkodással vádolták meg, miközben Srí Lanka történelmének legsúlyosabb gazdasági válságát éli át. Radzsapaksza végül Szingapúrból küldte el lemondólevelét.
Vikremeszinghe pénteken vette át helyét, egyúttal ő lett az ország új miniszterelnöke is.
A tervek szerint a parlament szerdán választ új elnököt, a négy jelölt közül az egyik maga Vikremeszinghe, de sok tüntető máris jelezte, nem fogadják el Vikremeszinghét elnöknek, sokan ugyanis a bukott elnök, Radzsapaksza szövetségesét látják benne.
Az új államfő a 2024 novemberében lejáró ciklus végéig maradna hivatalában.
Jóllehet a tüntetések Radzsapaksza távozása után alábbhagytak, helyszíni beszámolók szerint még mindig körülbelül 500 demonstráló tartózkodik az elnöki palotában.
Az ország súlyos gazdasági és politikai válsággal küzd, amelyet az váltott ki, hogy a koronavírus-járvány miatt gyakorlatilag megszűnt a szigetország egyik fő bevételi forrását adó turizmus, az agráriumot pedig az tette tönkre, hogy a kormány a biogazdálkodás előnyben részesítésére hivatkozva megtiltotta a műtrágya importját.

Június végéig meghosszabbította szerdán az ukrajnai menekülthullám egyszerűbb és hatékonyabb kezelésére márciusban kihirdetett szükségállapotot a cseh kormány – közölték a kormány honlapján a kabinet szerdai ülése idején.
Petr Fiala koalíciós kormányának kérését a rendkívüli intézkedés újabb meghosszabbítására már a múlt héten jóváhagyta a képviselőház. Előzetes parlamenti jóváhagyás nélkül a cseh kormány csak harminc napra hirdethet szükségállapotot. Ha ezt a parlament nem hagyja utólag jóvá, az intézkedés érvényét veszti. A szükségállapot minden meghosszabbításához azonban már előzetes képviselőházi jóváhagyás kell.
A kormány azt reméli, hogy június végéig sikerül a parlamentben elfogadtatnia mindazokat a szükséges törvénymódosításokat, amelyekre az ukrajnai menekültek miatt van szükség. A mostani szükségállapot a cseh lakosokat semmi módon nem érinti.
A belügyminisztérium közlése szerint szerdáig 355 ezer ukrajnai menekült kapott speciális cseh vízumot, amely egyéves tartózkodásra, egészségügyi ellátásra, munkavállalásra és az oktatási intézmények igénybevételére jogosít fel.
Vít Rakusan belügyminiszter a regionális elöljárókkal kedden Prágában tartott tanácskozáson azt mondta, hogy a tárca ismeretei szerint a az ukrajnai menekültek mintegy 75-80 százaléka Csehországban tartózkodik. A Csehországban tartózkodó ukrajnai menekültek száma a belügy felmérése alapján 262 500 és 280 000 közé tehető. Ez jóval magasabb szám, mint a korábbi becslések. Az idegenrendészeten eddig 260 ezer ukrajnai menekült vetette magát nyilvántartásba. „Mindezek a tények azt mutatják, hogy az ukrajnai menekültek számára Csehország célország” – jelentette ki a közszolgálati hírtelevízióban Vít Rakusan.

Az etióp vezetés közben felszólította a főváros, Addisz-Abeba lakóit, hogy fegyverrel védelmezzék meg a lakónegyedeiket – közölte a város egyik magas rangú vezetője.
Az elmúlt napokban a katonaság kénytelen volt kivonulni a fővárossal határos Amhara régió fontosabb városaiból a Tigréi Népi Felszabadítási Fronttal folytatott összecsapások során. A front az Oromo Felszabadító Hadsereg lázadószervezettel közösen elfoglalta az ország egyik legjelentősebb autópályáját és a főváros irányába nyomul előre.
