Az ENSZ megfigyelő missziója szerint 2025-ben Ukrajnában a háború következtében 2514 civil halt meg, és további 12 142 ember sérült meg. Ezt az Ukrajnai Emberi Jogi Megfigyelő Misszió (HRMMU) honlapja közölte.
Az ENSZ szerint 2025 volt a civil lakosság számára a legveszélyesebb év Ukrajnában a teljes körű orosz invázió kezdete óta. A halottak és sebesültek száma 31%-kal magasabb volt, mint 2024-ben, és 70%-kal haladta meg a 2023-as adatokat.
Daniel Bell, a HRMMU vezetője elmondta, hogy a növekedést nemcsak a frontvonal mentén fokozódó harci cselekmények okozták, hanem az is, hogy Oroszország kiterjesztette a nagy hatótávolságú fegyverek alkalmazását.
Ugyanakkor a halálesetek 63%-át a frontvonal közeli térségekben regisztrálták. A 60 év feletti áldozatok aránya a frontvonal környékén több mint 45% volt.
Az ENSZ adatai szerint a rövid hatótávolságú drónok okozta halálesetek száma 2025-ben 120%-kal nőtt az előző évhez képest. Ezekben a támadásokban 577 civil vesztette életét, és 3288-an sérültek meg.

Nő a civil áldozatok száma Ukrajnában, miután az orosz erők fokozták az energetikai infrastruktúra elleni támadásokat a tél beköszöntével. Oroszország jelentősen növelte a nagy hatótávolságú fegyverek használatát 2025-ben, állítja az ENSZ ukrajnai emberi jogi megfigyelő missziója – számolt be az Interfax.
Az ENSZ jelentése szerint tavaly, 2024 januárja és októbere között a nagy hatótávolságú drónok és rakéták 434 civil halálát és 2045 személy sebesülését okozták. 2025 ugyanezen időszakában a nagy hatótávolságú fegyverek által megölt civilek száma 26 százalékkal nőtt, ami 548 személyt jelent, a megsebesült civilek száma pedig 75 százalékkal növekedett, azaz 3592 ember sérült meg. Kijevben a civil áldozatok száma csak 2025 első tíz hónapjában majdnem négyszerese volt a 2024-es év egészének. Más nagyobb városokban, például Dnyiproban és Zaporizzsjában is jelentősen megnőtt a civil áldozatok száma.
„A szörnyű emberáldozatok mellett lakóépületek és közinfrastruktúra is megsemmisül, amelyek helyreállítása évekig is eltarthat. Minden új támadás tovább növeli a civil lakosságra nehezedő pszichológiai nyomást” – hangsúlyozta Danielle Belle, az ENSZ ukrajnai emberi jogi megfigyelő missziójának vezetője.

„A háború 1342. napjának adatai szerint az ügyészek 5363 büntetőügyet vizsgálnak ezen bűncselekmények tényállása alapján. Ez idő alatt az Oroszországi Föderáció: 661 gyermeket ölt meg; 2203 gyermeket megsebesített; több mint 4500 iskolát, óvodát és 1294 kórházat pusztított el vagy rongált meg; több mint 19 ezer ukrán gyermeket rabolt el és deportált; legkevesebb 23 esetben követett el szexuális erőszakot gyermekek ellen”, jelentette ki Kravcsenko.
Elmondása szerint minden eset a célzott terrorpolitika bizonyítéka, amely az ukrán nemzet elpusztítására tett kísérletnek minősül.
A főügyész megjegyezte, hogy az ENSZ Biztonsági Tanácsának 1261. számú határozata meghatározza a háború alatt a gyermekek ellen elkövetett hat legsúlyosabb bűncselekményt, és tájékoztatott arról, hogy Oroszország mind a hatot naponta követi el Ukrajnában a világ szeme láttára.
A főügyész elmondta, hogy az ukrán ügyészek a bűnüldöző szervekkel és a nemzetközi partnerekkel együttműködve minden egyes bűncselekményt kivizsgálnak.
„Mindent megteszünk annak érdekében, hogy minden háborús bűnöst, az elkövetőktől az Orosz Föderáció vezetéséig, bíróság elé állítsunk. Az idő nem lesz akadály. Ezeknek a bűncselekményeknek nincs elévülési idejük” – mondta.
Amint arról korábban beszámoltak, az ukrán főügyészség adatai szerint 2025. július 31-ig 15 258 civil halt meg a teljes körű invázió következtében, akik közül 640 gyermek volt.

Az orosz megszállás alatt álló Harkiv megyében egy orosz katona lövöldözést rendezett tömházban lépcsőházában, aminek következtében három civil meghalt – közölte az Ukrán Védelmi Minisztérium Hírszerzési Főigazgatósága.
A ukrán hírszerzés lehallgatott egy orosz katonák közötti beszélgetést, amelyben az incidensről társalogtak.
Az egyik orosz katona elmondása szerint egy „Rizsij” (Vörös) nevű katonatársuk „tüzet nyitott az egész lépcsőházra”. A beszélgetésben elhangzott, hogy „elborult az agya”, majd végül őt magát is agyonlőtték.
„Nálam egy elesett, még három civilt is eltalált” – mondta az egyik katona, megerősítve, hogy a lövöldözésben civil áldozatok is voltak.
Az ukrán hírszerzés szerint az eset az orosz megszálló erők fegyelmezetlenségét és morális összeomlását mutatja az elfoglalt területeken.
