«Люди, які прибувають, проходять через Коста-Ріку, намагаючись потрапити до Сполучених Штатів, — сказав президент Родріго Чавес на прес-конференції у вівторок.
За словами Чавеса, через його країну перетинають люди з усього світу, включаючи Венесуелу, Еквадор, Китай, Колумбію, Гаїті, Ємен і Бангладеш.

У п’ятницю уряд Ефіопії оголосив надзвичайний стан, це сталося після зіткнень у федеральній провінції Амхара, повідомляє офіс прем’єр-міністра в Аддіс-Абебі.
У заяві, з якої не зрозуміло, чи стосується це положення лише Амхари, чи всієї країни, надаються повноваження федеральному уряду забороняти збори, запровадити комендантську годину і дозволити затримання без ордерів на арешт.
Підставою для введення надзвичайного стану є те, що неможливо забезпечити порядок у регіоні в рамках звичайного правового порядку.
В Амхарі, другому за величиною регіоні Африки, десятки людей були поранені в сутичках цього тижня між армією і ФАНО, ополченням, яке раніше було союзником армії.
ФАНО – це ополчення добровольців з регіону Амхара, які воювали на боці урядових військ у дворічній громадянській війні в сусідній провінції Тігре, що тривала до листопада минулого року.
Нинішні сутички спалахнули після того, як місцеве керівництво звинуватило уряд у тривалому ігноруванні проблем безпеки в регіоні Амхара.

У неділю ввечері за місцевим часом влада Галіфаксу, Канада, оголосила семиденний надзвичайний стан через лісові пожежі, що спустошують місто і регіон.
Майк Севідж, мер Галіфаксу, незадовго до півночі оголосив надзвичайний стан, який може бути продовжений у разі необхідності.
У пресрелізі влада Нової Шотландії, південно-східної прибережної провінції, повідомила, що працює цілодобово, щоб стримати полум’я і вивезти людей у безпечне місце.
Пожежі також спричинили вимкнення електроенергії в кількох районах провінції, а над Галіфаксом спостерігався густий чорний дим.
У травні надзвичайний стан також був оголошений у західній канадській провінції Альберта, одному з найбільших нафтовидобувних регіонів світу. Там через пожежі довелося евакуювати десятки тисяч людей.
Кілька тижнів тому Канада вже зверталася по міжнародну допомогу для стримування пожеж у західних провінціях.
Останніми роками ця частина світу неодноразово потерпала від екстремальних погодних явищ, інтенсивність і частота яких, на думку експертів, посилюються через зміну клімату.

«Ми вирішили оголосити надзвичайний стан, щоб захистити безпеку, здоров’я та благополуччя жителів Альберти», – заявила прем’єр-міністр Альберти Даніелла Сміт на пресконференції.
Влада закликала тисячі людей готуватися до евакуації.
В Альберті була дуже спекотна та посушлива весна.
«Достатньо кількох іскор для виникнення страшних лісових пожеж», – наголосила прем’єр-міністр. Вона також повідомила, що вигоріло близько 122 тисяч гектарів лісів на цій території й евакуювали жителів двадцяти населених пунктів.

Надзвичайний стан буде підтримано початковим фінансуванням у розмірі 5 мільйонів євро (5,45 мільйонів доларів США) і триватиме шість місяців, повідомили у Міністерстві морського та цивільного захисту Італії.
Міністр цивільного захисту Нелло Мусумечі наголосив, що розв’язання проблеми із нелегальними мігрантами може залежати лише від відповідального втручання з боку ЄС.
Однак надзвичайний стан дозволить уряду прем’єр-міністра Джорджи Мелоні швидше повернути на батьківщину осіб, які не мають дозволу залишатися в Італії, посилюючи таким чином накази про ідентифікацію та видворення.
Уряд Італії пообіцяв стримувати масову міграцію, проте, за даними МЗС, у цьому році до країни прибуло близько 31 300 мігрантів, порівняно із приблизно 7900 за той самий період минулого року.

Президент Еквадору Гільєрмо Лассо оголосив надзвичайний стан у трьох регіонах цієї латиноамериканської країни через хвилю насильства, спровоковану бандами наркоторговців.
Надзвичайний стан, який діє з неділі, поширюється на портове місто Гуаякіль, передмістя Дуран і Самборондон, а також дві прибережні провінції – Санта-Елена та Лос-Ріос.
Заходи передбачають запровадження нічної комендантської години.
Президент не повідомив, як довго триватиме надзвичайний стан.
«У нас є спільний ворог – організована злочинність, зокрема наркоторгівля», – підкреслив Лассо у своєму зверненні до громадськості, яке транслювалося по радіо й телебаченню. За останній рік президент-консерватор оголошував надзвичайний стан у Гуаякілі вже тричі, а в прибережній провінції Есмеральдас, яка межує з Колумбією і потерпає від наркозлочинності, на початку березня запровадив його на 60 днів.
Еквадор межує з Колумбією й Перу – двома найбільшими світовими виробниками кокаїну. Ця південноамериканська держава перетворилася на центр наркотрафіку до Європи та Сполучених Штатів. Більшість контрабанди здійснюється через порт Гуаякіль.
Різні банди конкурують між собою за контроль над торгівлею наркотиками. Крім того, в Еквадорі мексиканські наркокартелі відмивають гроші, отримані під час здійснення своїх незаконних операцій. Діяльність злочинних угруповань призвела до значного зростання насильства. За даними влади, кількість убивств збільшилася з 14 на сто тисяч осіб у 2021 році до 25 у 2022-му.

У двох містах Гондурасу оголосили надзвичайний стан через хвилю насильства, спричинену молодіжними бандами, заявила у вівторок влада центральноамериканської держави.
Протягом наступних 30 днів у деяких районах столиці, Тегусігальпи, та в місті Сан-Педро-Сула на північному заході країни поліція отримає спеціальні повноваження для затримання підозрюваних.
На думку президента Ксіомари Кастро, введення надзвичайного стану сприятиме покращенню ситуації з безпекою. З цією метою під час особливого правового порядку було обмежено ряд свобод, зокрема право на зібрання.
У Гондурасі, населення якого становить 10 мільйонів, рівень насильства є одним із найвищих у світі.
Минулого року кількість убивств на сто тисяч жителів сягнула 41,7, відбувається приблизно 11 убивств на день.
Основну відповідальність за хвилю насильства та високий рівень злочинності несуть угруповання Mara Salvatrucha (MS-13) і Pandilla 18. У березні сусідній Сальвадор запровадив загальнонаціональний надзвичайний стан для боротьби з організованою злочинністю.

Уряд Латвії затвердив пропозиції Міністерства внутрішніх справ про оголошення надзвичайної ситуації в низці країв поблизу російського кордону у зв’язку з мобілізацією, що почалася в рф, а також ухвалив закрити один із прикордонних переходів.
Уряд оголосив режим НС із 28 вересня до 27 грудня у пунктах перетину кордону та низці прикордонних країв. Надзвичайна ситуація оголошена в Алуксненському, Балвському, Лудзенському та Аугшдаугівському краях.
Беручи до уваги зростання нелегальної імміграції з Білорусі, уряд Латвії з 11 серпня минулого року вже оголосив надзвичайну ситуацію в Лудзенському, Краславському, Аугшдаугівському краях і Даугавпілсі, і він відтоді неодноразово продовжувався. Наразі його продовжено до 10 листопада.
Також уряд ухвалив закрити прикордонний перехід у Педедзе і доручив Державній прикордонній охороні посилити контроль на латвійсько-російському кордоні та перевірку російських громадян, які прибувають до Латвії.
Із 19 вересня у в’їзді до Латвії відмовлено 57 громадянам росії, легально в’їхали 2475 російських громадян.
Усі громадяни, які в’їжджають, проходять сувору перевірку, ситуація на латвійсько-російському кордоні спокійна, зазначає МВС.
Міністр внутрішніх справ Латвії Крістап Еклонс раніше заявив, що мобілізація в Росії сама по собі не є підставою для надання притулку у Латвії.
