Panama rendkívüli állapotot hirdetett az ország banántermelő régiójában, miután a nyugdíjreform miatt tüntetések alatt üzleteket fosztottak ki és épületeket rongáltak meg. Emiatt a kormány a következő öt napra felfüggeszti az alkotmányos jogokat az északnyugati Bocas del Toro tartományban − írta a BBC.
Az intézkedés korlátozza a szabad mozgást, és lehetővé teszi a rendőrség számára, hogy letartóztatásokat hajtson végre parancs nélkül.
A zavargások a régióban egy hónappal ezelőtt kezdődtek, amikor a helyi banánültetvényeken dolgozók szakszervezete csatlakozott a tervezett nyugdíjcsökkentések elleni országos tiltakozáshoz, és sztrájkot hirdetett.
„A rend megzavarásával és a szisztematikus erőszakos cselekményekkel szemben az állam érvényt fog szerezni a béke garantálására vonatkozó alkotmányos felhatalmazásának” − mondta Juan Carlos Orillac miniszter, majd hozzátette, az intézkedés lehetővé teszi a tartomány „megmentését” a radikálisoktól.
A latin-amerikai országban még márciusban törtek ki tüntetések a nyugdíjreform miatt. Bocas del Toro tartományban a zavargásokat a Chiquita Brands egyik banánültetvényének munkásai vezették, melyet tovább fokozott, hogy a vállalat több ezer sztrájkolót elbocsátott.
A tüntetők blokádokat állítottak fel, és összecsaptak a rendőrséggel, valamint hét elején megrongálták a cég egyik létesítményét, valamint a helyi repülőteret.

A BBC jelentése szerint legalább 19 ember életét vesztette a Boszniában bekövetkező hirtelen áradások és földcsuszamlások következtében. Az ország középső részén a legrosszabb a helyzet, számos ember eltűnését jelentették, a víz falvakat, házakat öntött el.
Az esőzések elsősorban Jablanica és Konjic térségekben okoznak problémát, itt sokakat evakuálni kellett, mivel az árvíz a házakba is behatolt. Az áradás és földcsuszamlás ráadásul sok utat is elvágott, ami a mentést is nehezíti. A Polgári Védelmi Igazgatóság (FUCZ) jelentései szerint Jablanicából Mostar, Risovac, Prozor és Konjic felé is lezárták az utakat, Szarajevóból Mostarba pedig csak Közép-Bosznián keresztül lehet eljutni.
„A súlyos áradások és földcsuszamlások miatt sok ember élete van veszélyben, a jelentések szerint sokan meghaltak, számos sérült és eltűnt személy van” – közölte a FUCZ.
A helyzet Jablanicában olyannyira kritikussá vált, hogy Bosznia-Hercegovina védelmi minisztériuma helikoptereket vetett be a mentési műveletek segítésére. Zukan Helez nemzetbiztonsági miniszter megerősítette, hogy egy gyereket már ki is tudtak menteni a romok alól.
A Sarajevo Timeshoz eljutott fotókon látszik, hogy Donja Jablanica faluban az áradás okozta földcsuszamlás a házak tetejét is elérte. Az áradás ráadásul itt magával sodorta a szemetet, ami úgy elborította a házakat, hogy csak a tetők lógtak ki.
A zord időjárás Fojnicát is súlyosan érintette, Gojevici faluban a lakosok katasztrófafilmekre emlékeztető jelenetekről számoltak be. A területen villámárvizek söpörtek végig, elárasztva az otthonokat, mezőket és utakat. Sok falubelinek csak percek maradtak arra, hogy elmeneküljön otthonából, és néhány lakos csak hajszál híján menekült meg az emelkedő víz elől. Az áram-, víz- és internetszolgáltatások megszűntek a lakosság teljesen elszigetelődött. A helyiek a tűzoltókra várnak, hogy evakuálják a területet.
A károk és a halálos áldozatok teljes felmérése valószínűleg napokig tart. A hatóságok arra kérik a lakosokat, hogy maradjanak otthonukban és figyeljék a helyi mentőszolgálatok figyelmeztetéseit.
Az MTI azt írja, a lezúduló eső miatti áradás a Boszniával szomszédos Montenegróban is több falvat elvágott a világtól, utakat, aluljárókat és házakat öntött el. Itt azonban nem tudnak eltűntekről és halálos áldozatokról.
Mindeközben a világ másik végén, Új-Zélandon is özönvízszerű áradás miatt kell kimenekíteni a lakosokat. A The New Zealand Herald azt írja, egyes területeken 40 óra alatt 74 napnyi eső esett, az árvíz miatt három főutat is le kellett zárni. Dunedinben több mint 80 lakost evakuáltak az éjszaka folyamán, a szám pedig várhatóan tovább növekedik majd, mivel pénteken folytatódnak a heves esőzések.

Luís Montenegro portugál miniszterelnök rendkívüli állapotot hirdetett az erdőtüzek által leginkább sújtott régiókban.
Montenegro sürgette a rendőrséget, hogy duplázzák meg erőfeszítéseiket a tüzeket okozók felkutatására, és ígéretet tettek arra, hogy segítik az otthonukat elvesztő vagy elhagyni kényszerülteket.
Portugália északi és középső részén mintegy negyven erdőtűz pusztít a térséget több napja sújtó hőség és a szél által gerjesztve, legalább hét ember életét vesztette.
A helyi katasztrófavédelmi hatóság a honlapján 42 aktív tüzet sorol fel, mintegy 3900 tűzoltót mozgósítottak, őket több mint ezer jármű támogatja. A helyi média szerint kedd este további evakuálásokat kellett végrehajtani a Porto régióban (északon) fekvő Gondomar településen, míg a tűzoltók ellenőrizhetetlen helyzetről számoltak be az Aveiro körzetben lévő Arouca településen, a tűz által leginkább sújtott területen.
Ez utóbbi régióban mintegy 20 ezer hektárnyi növényzet égett le hétfő óta – derül ki az Európai erdőtűz-információs rendszer (EFFIS) adataiból, amely mintegy tizenöt másik, 1000 hektárnál nagyobb területet felemésztő tűzvészt sorol fel szerte az országban.
Aveiro térségében egy négy tűzből álló, mintegy száz kilométeres körzetet alkotó tűzcsoport több frontja a tűzoltók erőfeszítéseinek köszönhetően az ellenőrzés határán áll – közölték a hatóságok kedd este.
Három tűzoltó meghalt kedden, amikor a lángok csapdájába estek a Coimbra régióban található Tabua közelében, így a halálos áldozatok száma hétre emelkedett, és mintegy ötvenen megsérültek eddig.
A többi áldozat között van egy 28 éves brazil, aki egy erdészeti vállalat alkalmazottja volt, és hétfőn vesztette életét, miközben szerszámokat próbált visszaszerezni; két ember, aki szívinfarktusban halt meg, valamint egy önkéntes tűzoltó, aki vasárnap halt bele hirtelen rosszullétbe egy művelet közben.

Súlyos tüzek tombolnak Brazília délkeleti részén, ami arra késztette Sao Paulo állam kormányát, hogy vasárnap rendkívüli állapotot hirdessen 45 településen.
A hatóságok közölték, hogy több mint 15 ezer hivatásos és önkéntes tűzoltó küzd a lángokkal katonai repülőgépek támogatásával.
A tájékoztatás szerint két embert őrizetbe vettek gyújtogatás miatt.
Korábban beszámoltunk róla, hogy Brazília északi részén, a nemzetközi cukortermelés legfontosabb területén több mint egy hete erdőtüzek tombolnak, amelyek nemcsak a helyi földeket és az infrastruktúrát teszik tönkre, hanem a nemzetközi ellátást is veszélyeztetik.
A Sao Paulótól mintegy háromszáz kilométerre északra fekvő Ribeirao Preto városában komoly károk keletkeztek. A helyi média arról számolt be, hogy a régió nagy részén sűrű füst terjeng.
A brazil Nemzeti Űrkutatási Intézet (INPE) műholdas felvételei szerint Sao Paulo államban 3175 tüzet regisztráltak augusztus 1. és 23. között.
Az Agęncia Brasil hírügynökség arról számolt be, hogy 1998 óta idén augusztusban keletkezett a legtöbb erdőtűz.
Brazília Amazonas-régiójában is súlyos tüzek pusztítanak, amelyek a Pantanal vizes élőhelyeit és a Cerrado szavannarégiót érintik.
Brazília erdőtűzszezonja júniustól októberig tart. A térségben gyakran szándékosan gyújtanak tüzeket, hogy új legelőket és szántóföldeket hozzanak létre olyan növények termesztésére, mint a szója.

Új-Mexikó kormányzója kedden rendkívüli állapotot hirdetett az állam hegyvidéki területén pusztító két erdőtűz miatt. Az erdőtüzeknek már halálos áldozata is van, és ezrek evakuálását tették szükségessé – számolt be róla szerdán a BBC News.
A Lincoln megyei Ruidoso környékén, egy turisták körében is kedvelt törzsi területen terjedő tűz miatt mintegy 7800 embernek kellett elmenekülnie otthonából.
A South Fork Fire néven emlegetett erdőtűz hétfőn keletkezett a mescalero apacs törzs területén, és kiterjedése egy éjszaka alatt csaknem megháromszorozódott, a másik, Salt Fire nevű erdőtűz pedig Ruidosótól délre terjedt. A két tűz már mintegy 80 négyzetkilométer területet égetett fel, és egyelőre nem sikerült megfékezni.
Michelle Lujan Grisham új-mexikói kormányzó ígéretet tett arra, hogy minden rendelkezésre álló erőforrást bevetnek a tüzek eloltására.
A kormányzó hivatalának közlése szerint a természeti katasztrófának eddig egy halálos áldozata van.
A lángok mintegy 500 épületet, többnyire lakóházakat emésztettek fel – mondta el az új-mexikói erdészeti hivatal illetékese, aki a száraz és szeles időjárással magyarázta a tűz gyors terjedését. Mint hozzáfűzte: az államban nem ritkák az erdőtüzek, és az előrejelzések alapján nem, számítanak rendkívüli évre.
A tűz miatt a falutól délre húzódó 70-es számú főútvonalat részben lezárták, és a telefonszolgáltatás is akadozott. Az evakuált lakosságot a környékbeli településeken helyezték el.
Közben Kaliforniában, Los Angelestől északra egy újabb erdőtűzzel harcolnak a tűzoltók, amely már több mint 15 ezer hektárt égetett fel, és amely miatt több száz embert evakuáltak. Kedden estére ennek a tűznek a 31 százalékát sikerült megfékezni.
Hatósági adatok szerint az Egyesült Államokban jelenleg 29 nagyobb erdőtűz tombol, közülük 10 a nyugati parti Kaliforniában.
Az Egyesült Államok a nyári szezon első nagy hőhullámával küzd. Kedden már több mint 70 millió amerikait, vagyis az országban minden ötödik embert érintett a hőségriasztás. Néhány városban, köztük Chicagóban, rekordhőmérsékletet mértek az évnek ehhez az időszakához viszonyítva.

A kiadott rendelet értelmében Ecuador 24 tartományából hétben, valamint egy nyolcadik tartomány egy településén lépnek életbe újabb rendkívüli intézkedések, amelyeknek köszönhetően a hatóságok egyebek között külön engedély nélkül razziázhatnak lakóházakban is, illetve hallgathatnak le vagy figyelhetnek meg telefonbeszélgetéseket és üzenetváltásokat.
A fokozott rendkívüli állapot egyelőre 60 napig marad érvényben, és Noboa ígértet tett arra, hogy alkotmányosságukat megvizsgáltatja az ecuadori alkotmánybírósággal.
Az államfő az elmúlt években jelentősen megnövekedett erőszakra, a közbiztonság komoly romlására hivatkozva vezetett be rendkívüli állapotot januárban, hogy hatékonyabban – akár a hadsereget is bevetve – felléphessen a terrorcsoportnak minősített, húsznál több bűnszervezet ellen.
A kormány friss adatai szerint tavalyhoz képest sikerült is 28 százalékkal csökkenteni a halálos áldozatok számát, de a mostani döntésben érintett körzetekben – Guayas, Santa Elena, Manabí, El Oro, Los Ríos, Sucumbíos, Orellana tartományban és Azuay tartomány egy településén, amelynek polgármesterét a közelmúltban meggyilkolták – ki kell terjeszteni a hatósági intézkedéseket annak érdekében, hogy más típusú bűncselekményeket is minél nagyobb arányban visszaszorítsanak.
Videóüzenetében az államfő úgy fogalmazott, hogy a most kiadott rendelettel a bűnbandák elleni „háború második szakaszába léptek”, figyelembe véve, hogy a konfliktus egyes körzetekben kiéleződött. A katonai beavatkozás miatt a bűnszervezetek ezekbe a tartományokba húzódtak vissza, és ott megerősítették állásaikat – tette hozzá az elnök.

Hatalmas problémát okoznak Kanadában az erdőtüzek. Alberta tartományban összesen 110 erdőtűzről tudni, amelyek közül 37 teljesen kontrollálhatatlan, így már mintegy 30 ezer embert kellett evakuálni.
