Becslések szerint 400 000 tengerész rekedt a tengeren a járvány miatt. Egyes országokban a személyzetváltás is tilos, míg másokban a korlátozások nehezítik annak végrehajtását. Sokan vannak, akik a nemzetközi szerződések által megengedett maximum 11 hónapos tartózkodást is átlépték már, ez pedig a szakszervezetek szerint a munkások jogainak megsértése, és egyes esetekben akár a kényszermunkával egyenértékű. A multinacionális vállalatok közben amiatt aggódnak, hogy leállhat a nemzetközi áruszállítás – derül ki a bbc.com cikkéből.
A Nemzetközi Közlekedési Dolgozók Szövetsége (ITF) nemrégiben 926 tengerész körében végzett felmérést, melyben a válaszadók 59%-a mondta azt, azért kellett meghosszabbítania a szerződését, mert nem tudták megszervezni a személyzet cseréjét. A felmérés azt is megállapította, hogy a dolgozók 26%-a tartózkodott a fedélzeten a törvényben előírt maximumnál többet, és olyanok is vannak, akik már 18 hónapja vannak ott.
A tengerészek a törvény szerint abbahagyhatják a munkát, ha lejár a szerződésük, a gyakorlatban azonban ez ritkán fordul elő. Mint az egyik tengerész elmondta, a nyílt tengeren mindig dolgozni kell, hogy jól működjön a hajó. Minden szárazföldtől távol bármikor adódhat vészhelyzet vagy történhet baleset, amely akár emberek életébe kerülhet, ez pedig még annál is nagyobb problémát jelentene, mint a vízi kényszerkarantén.
Ugyanakkor sokan aggódnak a fáradtság és az ebből adódó biztonsági kockázatok miatt. A megkérdezettek 71%-a értékelte nulláról tízig terjedő skálán ötösre vagy annál magasabbra a fáradtság miatti balesetek kockázatát, 15%-uk tízesre értékelte, vagyis szinte biztosra vette ennek a lehetőségnek a bekövetkezését. 8% azt mondta, hogy nem is kap fizetést, 30% pedig azt, hogy nem kap megfelelő orvosi ellátást.
Egy orosz tengerész, Alekszej Kulibaba például agyvérzést kapott, de néhány napig nem engedélyezték a sürgősségi evakuálását az indonéz hatóságok, így testének egyik oldala továbbra sem működik megfelelően.
Ezen a helyzeten a megfelelő, egységes szabályozás segíthet, melyre léteznek már jó modellek. Szingapúrban például a kiszálló legénységnek két hétre karanténba kell vonulnia, a beszállóknak pedig negatív teszttel kell rendelkezniük, majd 72 órás, úszó karanténba vonulnak a beszállás előtt. Az ITF-nek emellett van egy kísérleti programja is Manilában, ahol karanténszobákat biztosítanak a tengerészeknek, a vesztegzár elején és végén tesztet végeznek.
