Az ukrán gabona és más agrártermékek importdömpingje ellen tiltakoztak kedden a legsúlyosabban érintett kelet-európai országok agrárszövetségei és termelői Brüsszelben. Az Európai Bizottság és az Európai Tanács épületei között található Schumann téren mintegy százötven termelő gyűlt össze Lengyelországból, Magyarországról, Szlovákiából, Romániából és Bulgáriából, hogy az ukrán agrártermékek szárazföldi, vámmentes behozatala ellen tiltakozzanak, ami az európai mezőgazdaság tönkretételével fenyeget.
Az Ukrajnából származó gabonaimport okozta problémákra európai uniós szintű megoldásra van szükség – mondta Pekka Pesonen, az európai gazdák legnagyobb érdekvédelmi szervezete (Copa-Cogeca) főtitkára a hirado.hu kérdésére válaszolva a demonstráción. Pesonen kiemelte, hogy az ukrán gabona szabad beáramlása csupán egyetlen probléma a gazdálkodókat sújtó számos nehézség közül. Mint mondta, a legfőbb gondot az uniós szabályozás okozza.
„Az EU olyan elvárásokat támaszt a saját termelőivel szemben, amelyek betartásához nem biztosít megfelelő eszközöket. Itt konkrétan megnevezhetjük a fenntartható gazdálkodást, a növényvédő szerek szabályozását, a természet megóvására vagy éppen az állattartás körülményeire vonatkozó szabályozásokat, amelyek ebben a formában nem elfogadhatók” – mutatott rá.
Az Ukrajnával határos kelet-európai országok agrárpiacán kialakult zavarokról a főtitkár elmondta, hogy annak egyik kiváltója az, hogy az EU jelenleg nincs felkészülve az ilyen piaci zavarok kezelésére.
„Jelenleg éves szinten nagyjából 150 millió eurót különítenek el az EU-s forrásokból az agrárpiaci zavarok kezelésére, ami távolról sem elég a kialakult helyzet kezelésére.”
Hangsúlyozta ugyanakkor, hogy a szabályozás megváltoztatása nélkül a pénzügyi támogatás sem fogja életben tartani az európai mezőgazdaságot. Pekka Pesonen úgy véli, a kelet-európai gazdálkodók demonstrációjának abban is fontos szerepe van, hogy megjelenítse a teljes uniós agrárszektor álláspontját, ugyanis az EU-s intézményekben születő szabályozási javaslatok teljesen eltávolodtak a valóságtól.
A főtitkár rámutatott, hogy az európai gazdákkal szemben támasztott újabb és újabb elvárásokat már nem lehet teljesíteni. Ez az európai gazdálkodók versenyképességének ellehetetlenülését eredményezi, az EU pedig egyre nagyobb mértékben válik kiszolgáltatottá az importnak. Mint mondta, az Európai Bizottság asztalán lévő tervezetek egyértelműen az EU-n kívüli nagy és koncentrált agrártermelőknek kedveznek, akik mentesülnek a túlszabályozás alól.
A kelet-európai tagállamok agrárszervezetei szintén arról beszéltek a demonstráción, hogy egyetértenek ugyan Ukrajna támogatásával, azonban az EU nem támogathatja őket a saját gazdálkodói kárára. A fiatal gazdálkodók képviseletében megjelentek azt is hangsúlyozták, hogy bár jelenleg az Ukrajnából érkező terménydömping ellen tüntetnek, azonban kiállnak azok mellett a holland farmerek mellett is, akiknek az uniós zöld célok és a nitrogénkibocsátás miatt kell küzdeniük a túlszabályozással. A felszólalók arra is emlékeztettek, hogy az Ukrajnából származó termények előállítási feltételei közel sem azonosak az európai gazdálkodókra vonatkozó szabályozással. Mint elhangzott, a kelet-európai országokba áramló gabona jelentős részét olyan növényvédő szerekkel kezelték, amelyek alkalmazását már évtizedek óta tiltják az EU-ban, valamint jelentős mennyiségű génkezelt termék érkezett.
Habár az európai uniós intézmények az ukrán gabona kérdését is azzal söpörnék le az asztalról, hogy csupán a megtámadott ország gazdálkodóit támogatják, és minden tagállamtól elvárják a szolidaritást Ukrajna hősies népe iránt, a tüntetésen elhangzottak ismét megmutatták, hogy az Ukrajna nevében bevezetett kontraproduktív uniós szabályozások a legkevésbé sem az ukrán emberekért születnek.
A kelet-európai gazdálkodók arra hívták fel a figyelmet, hogy Ukrajna tíz legnagyobb agrárvállalata közül csupán egynek van ukrajnai székhelye. A többi amerikai, dán, belga vagy éppen arab hátterű, így kérdőjeles, hogy az Ukrajnából érkező agrárimportnak mennyi köze van az ukrán gazdálkodókhoz.
Továbbá érdemes megjegyezni, hogy a szárazföldi gabonafolyosókat az EU a globális élelmiszer-biztonság égisze alatt nyittatta meg a kelet-európai tagállamokkal. Ahogyan azt többször is elmondták az uniós tisztségviselők, az ukrán termények elsősorban az afrikai és közel-keleti országok élelmiszer-ellátását szolgálják. Ehhez képest szinte egyáltalán nem beszélnek arról, hogy a Kelet-Európában rekedt, a helyi agrárszektort megkárosító termény hogyan jut el Afrikába? Mint ahogy arról sem esik szó, hogy a bizottság által május elején megállapított százmillió eurós agrártámogatás mikor kerül az ukrán gabona által leginkább sújtott öt keleti tagállamhoz.
