A minap Joe Biden amerikai elnök kijelentette, hogy meg van az esélye annak, hogy az amerikai csapatok Afganisztánban maradnak a terrorizmus elleni küzdelem és az afgán kormány védelme érdekében. Donald Trump adminisztrációja ugyanakkor korábban ígéretet tett arra, hogy ez év májusáig a teljes amerikai katonai kontingens kivonja a országból. Az amerikai sajtó szerint ilyen körülmények között az afgán fegyveresek valóban azzal fenyegethetnek, hogy folytatják az amerikai hadsereg elleni támadásokat, mivel az amerikai fél ezzel megsérti a megállapodást.
Megpróbáljuk tisztázni ezt a nehéz geopolitikai helyzetet. Kezdjük azzal a ténnyel, hogy jelenleg Biden elnök adminisztrációja valószínűvé teszi, hogy a tálibokkal kötött megállapodással ellentétben, nem vonja ki májusig csapatait Afganisztánból.
„Joe Biden elnök azt nyilatkozta, hogy nem vonja ki az amerikai csapatokat a terrorizmus elleni küzdelem és az Egyesült Államok által támogatott afgán kormány, a tálibok újabb támadásaitól való védelme érdekében. Az azonban nem tisztázott, hogy milyen feltételek mellett, milyen végső céllal és meddig, mert Amerika csaknem 20 éve harcol ott” – olvasható az ABC News közismert amerikai kiadvány anyagában. Egyben emlékeztet arra is, Trump kormányzása alatt az Egyesült Államok katonai jelenléte Afganisztánban elérte a minimumot, és a Pentagon ezt valós „korlátozó tényezőként” látja küldetése teljesítésében.
Az Egyesült Államok és a tálibok között csaknem egy évvel ezelőtt aláírt megállapodás rendelkezik a tálibok az afgán kormány közötti béketárgyalásokról, valamint a tálibok szakításáról a terrorista szervezetekkel, többek között az Al-Kaida-val. Ezen feltételek mellett kellene az egész amerikai kontingensnek 2021 májusáig elhagynia Afganisztánt.
„A tálibok nem tettek eleget kötelezettségeiknek” – mondta John Kirby, a Pentagon sajtótitkára. A nyugalmazott ellentengernagy azzal érvel, hogy az iszlám fegyveresek továbbra is támadják az afgán biztonsági erőket és így az egész afgán népet, valószínűtlenné téve a békés megegyezést.
John Kirby kijelentéseit az amerikai Afganisztán újjáépítésével foglalkozó különleges főfelügyelőjének jelentése is alátámasztja. A beszámoló szerint az emberi áldozatok száma Afganisztánban „rendkívül magas a téli hónapokban, amikor a harcok általában alábbhagynak”.
Míg Joe Biden elnök csapata a katonai jelenlétet a tálibok és az afgán kormány közötti megállapodás megkötésére akarja használni, a fegyveres harcosok már arra figyelmeztetnek, hogy az amerikaiaknak eleget kell tenniük kötelezettségeiknek és el kell hagyniuk az országot. Ellenkező esetben a tálibok azzal fenyegetnek, hogy folytatják az amerikai csapatok elleni támadásokat.
„Afganisztán történetében még senki nem biztosított „biztonsági folyosót” a külföldi betolakodóknak, így ez jó esély az amerikaiak számára, mi megadjuk ezt a „biztonsági folyosót” nekik, hogy kivonuljanak a megállapodásnak megfelelően” – nyilatkozta nemrég a tálibok képviselője az újságíróknak Moszkvában (ami nagyon érdekes tény – szerző), ahol a tálibok orosz tisztviselőkkel találkoztak.
Így Joe Biden ötlete, miszerint az amerikai hadsereget Afganisztánban hagyja a terrorizmus elleni küzdelem érdekében, a tálibok szempontjából az a megállapodás közvetlen megsértése lenne, és valódi eszkalációhoz vezethet egy olyan országban, amely több mint 40 éve az egyik „legforróbb pontja” bolygónknak.
